ACCOUNTANT (SYSTEMS).

This national security position requires U.S. citizenship, a favorable suitability review, and a security clearance. Males born after 12-31-1959 must be registered for Selective Service. Candidates must have served 3 months after their latest competitive Federal appointment and obtain/maintain a Financial Management Certification. New employees will be required to pass E-Verify.

Responsibilities

• Serve as a staff expert on operational accounting functions and the application of generally accepted accounting principles, policies, and procedures.
• Provide professional accounting advice and assistance to supported organizations and lower-graded accountants or accounting technicians in resolving diverse, complex, or controversial accounting problems.
• Propose new procedures and methods or modify existing ones to resolve current problems and enhance the validity, accuracy, and integrity of accounting processes.
• Assist in implementing new procedures or policies to ensure compliance with established financial accounting requirements.
• Review, analyze, and evaluate the status of performance measurement and financial management information indicators to assess the health and effectiveness of accounting operations.

• Must be suitable for Federal employment.
• Must have served 3 months after the latest competitive appointment in the Federal service.
• Must obtain and maintain a Financial Management Certification within two years of employment.

Qualifications

This position has a positive education requirement. You must meet one of the following:

• Completion of a bachelor’s degree in accounting from an accredited college or university.
• A degree in a related field (e.g., business administration, finance, or public administration) that included or was supplemented by 24 semester hours in accounting (up to 6 hours may be in business law).
• A combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge, plus 24 semester hours in accounting/auditing courses (which may include up to 6 hours of business law) or a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) certificate.

In addition to the basic requirement, you must possess one year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service, demonstrating the ability to perform the duties of the position. Specialized experience includes:

• Applying professional knowledge of accounting principles, policies, and procedures through review of Vendor Payments processing and/or General Ledger transactions and postings.
• Experience with vendor payments, General Ledger reconciliations, adjustments, and reporting within accounting systems.
