About the role
This position involves responsible accounting and administrative work in coordinating financial management activities for the Public Works departments.
Responsibilities
- Conducts continuing analysis of Public Works department revenues, encumbrances, and expenditures within established statutes, guidelines, ordinances, County policy, and GAAP.
- Oversees the department's purchasing procedures from requisition through bid and invoice processing to properly account for vendor payments.
- Provides training to new and current employees.
- Examines transactions in software systems to support invoice processing.
- Creates and assists in the preparation of department budgets; implements budget processes including periodic budget reviews, reports, and budget balances.
- Supervises the pre-audit of accounts, invoices, vouchers, account reconciliations, and records.
- Assists in tracking grants and other funding sources.
- Prepares financial reports for outside agencies.
- Assists in preparing capital improvement plans and the development and implementation of associated assessment fees.
- Assembles cost analysis and managerial reports.
- Participates in process improvement initiatives.
- Monitors ledger files, invoice receipts, capital requests, and vendor activity.
- Prepares journal entries, budget amendment requests, determines contract types, and establishes guidelines for entry and contract comprehension.
- Prepares statistical and analytical reports on departmental operations, including revenue, expenditures, time schedules, tracking workflows, and other data.
- Handles grant reconciliation preparation and submission for reimbursement from various agencies.
- Manages, supervises, and coordinates the work of a staff.
- Performs related work as required.
Requirements
- Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Business Administration, Economics, Public Administration, or a related field.
- Seven years of experience in accounting, including three years in governmental accounting.
- Must possess a valid Florida driver's license.
Skills
- Knowledge of the grants process at the Federal, State, and local levels.
- Knowledge of the principles and policies of public and business administration.
- Knowledge of laws, rules, and regulations effective in the State and County relating to fiscal and accounting records and procedures.
- Knowledge of funding sources and impacts of special assessments and public funds within the County.
- Knowledge of Federal directives and regulations pertaining to funding of local assistance programs.
- Ability to establish and maintain effective working relationships with employees and the public.
- Ability to express ideas clearly and concisely, orally and in writing.
- Ability to operate a computer, calculator, and routine office equipment.
- Ability to manage, supervise, and coordinate the work of a clerical staff.
- Ability to maintain records/files accurately and legibly.
- Ability to prepare reports and correspondence.
- Ability to make decisions and work without close supervision.
- Ability to make mathematical calculations with speed and accuracy.
