Job Objectives
To provide governmental accounting support to the Department of Finance. Prepares or coordinates the preparation of special and technical reports and records. Decisions are made on a daily basis on established procedures or guidance from his/her supervisor. Accountant will be an important role in the preparation of City’s budget and year-end audit.
Essential Job Functions
- Maintains and monitors inventory of City fixed assets, as well as material inventories (fuel, auto parts, equipment and office supplies).
- Prepares monthly reconciliations of items and materials issued.
- Affixes with the preparation of grants reimbursements.
- Prepares and enters data to Incode Financial Accounting System using General Journal Entries, Budget Adjustments and Budget Amendments.
- Prepares reconciliations with General Ledger balances to Subsidiary Ledger accounts (i.e. - General Fixed Assets, Accounts Payable, Accounts Receivable, etc.).
- Ensures the accounting and reporting requirements of grant awards are adhered to.
- Access Bank Depository Bank system and identify bank transactions posted to the City bank accounts.
- Communicates with bank staff on bank transactions posted to City’s accounts requiring accounting adjustments entries to the City’s general ledger.
- Prepares financial analysis and schedules for the internal use by the Department of Finance staff, the annual external financial audit and other parties (i.e., Federal Agencies, State Agencies and other governmental entities).
- Affixes with the City Annual Budget.
- Affixes with the Annual Audit.
- Reconciles and distributes petty cash, as requested on a daily basis.
- Affixes and supports in all areas with the operations of the Department of Finance, Utility Billing and Collections Division.
- Affixes other duties as assigned.
Educational and Skill Requirements
- Undergraduate degree in Accounting, Finance or related field required.
- Must be knowledgeable of Generally Accepted Accounting Principles (GAAP); Governmental Accounting, Auditing and Financial Reporting (GAAFR); and Statements of Auditing Standards (SAS).
- Must be computer literate and proficient in Microsoft Office, internet and email.
- Must have excellent grammar, writing, communication and organizational skills.
- Must have a valid Texas drivers’ license with a satisfactory driving record.
- Prefers for individual to have a minimum of two years’ experience in a municipal government finance environment and automated financial accounting system and be Bilingual (English and Spanish).
