Position Summary:We are seeking a detail-oriented Accountant with specialized experience in the Government Contracting (GovCon) sector. In this role, you will manage day-to-day project accounting, ensure strict compliance with federal regulations, and drive our monthly financial close across the portfolio of companies of The Hawaii Pacific Foundation. You will utilize GovCon-specific ERP software to handle complex billing structures (CPFF, T&M, FFP) and support DCAA audit readiness. Accounts Payable & Contract CodingProcess vendor invoices and employee expense reimbursements in Unanet, coding transactions accurately to the appropriate contract, task order, and CLIN/SLINConfirm AP coding is consistent with approved funding lines and contract structureRoute invoices through the appropriate approval chain, ensuring proper matching of purchase orders, timesheets, and invoicesReview subcontractor invoices for accuracy and contract compliance before paymentScreen costs for allowability under FAR prior to processing paymentMaintain vendor records and ensure W-9/1099 compliance Government Billing & InvoicingPrepare and submit invoices based on contract type (FFP, T&M, Cost-Plus) through Unanet and required government systems (WAWF/iRAPT, IPP, Delphi eInvoicing, etc.)Tie invoices back to labor distribution, other direct costs, and subcontractor billingsSupport labor charging reviews for DCAA compliance ahead of billingMonitor unbilled receivables and follow up on outstanding government paymentsCompile supporting documentation for invoice audits or contracting officer inquiries Payroll Support & ReconciliationReconcile each payroll cycle of wages, taxes, deductions, and employer costs against labor distribution in UnanetConfirm labor hours and costs are posting to the correct contract, CLIN, and projectResearch and resolve differences between payroll output and Unanet postingsSupport accurate allocation of fringe and indirect costs tied to payrollHelp verify labor charging complies with DCAA timekeeping standards before reconciliationPartner with HR/Payroll to correct miscoded labor or process retroactive adjustments, ensuring corrections are reflected in Unanet ReconciliationsComplete monthly reconciliations for operating and payroll bank accountsReconcile company credit card activityTie Unanet subledgers (AP, billing, project costs) to the general ledger each monthInvestigate and clear discrepancies promptly General / ComplianceSupport month-end close activities related to AP, cash, payroll, and project costsHelp ensure indirect rates are applied correctly on invoices and project reportsKeep documentation organized and audit-ready for AP, payroll, and billing activityAssist with year-end audit preparation and coordinationRespond to DCAA, DCMA, or internal audit requests related to AP, billing, or payroll Qualifications Unanet experience across AP, Billing, Project, and Time & Expense modules strongly preferredSolid understanding of FAR/CAS cost principles, government contract types, and CLIN structuresFamiliarity with DCAA billing and timekeeping requirementsExperience with government invoicing systems such as WAWF/iRAPT, IPP, or Delphi eInvoicingBackground reconciling payroll to project accounting or ERP systemsExperience transitioning accounting operations from QuickBooks onto Unanet a plusFamiliarity with CMMC/ISO compliance requirements a plusStrong attention to detail and reconciliation experienceBachelor’s degree in Accounting, Finance, or a related field preferred Hawai’i Pacific Services Group Inc is an equal opportunity employer.
