Position Summary & Responsibilities

Oversees the processing of all emission inventory receipts (checks, credit card payments, ACH, State Interfund transactions, etc.). Enters receipts into applicable systems and files receipts with Fiscal staff as appropriate.

Processes late fees and initiates refunds.

Participates in routine audits of emission inventory related transactions.

Captures and coordinates the development and completion of local agency contracts and award agreements using BOA funds for Kansas Air Quality Program activities such as air quality public education, emission reductions, planning, air pollution monitoring, and emission reductions compliance inspections.

Reviews workplan and tasks and deliverables associated with contracts to ensure work is eligible for a specific fund.

Prepares quarterly internal audit response reports for transactions that are related to contracts and award agreements.

Qualifications

Education: High School, GED

Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State

Minimum Qualifications: Three years of experience in professional accounting/auditing work. Education may be substituted for experience as determined relevant by the agency

Preferred Qualifications: Four years of bachelor’s experience in accounting, finance, or a related field

Proofreading, editing, attention to detail

Ability to assemble data and prepare reports

Ability to read, understand and interpret federal regulations and technical assistance documents

Financial management skills

Experience in providing direction necessary to implement the objectives of an agency, or program

Experience with grant management, fiscal management, or financial forecasting

Strong analytical and problem-solving skills

Ability to manage multiple priorities

Knowledge of GAAP, IFRS, or other relevant accounting standards

Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas.
