JOB SUMMARY
This position performs accounting-type work of moderate difficulty with an emphasis in utility billing and collection, assessment billing and collections, customer trouble shooting, and reporting and reconciling accounting entries.
Supervision
This position has no supervisory responsibility.
DUTIES AND RESPONSIBILITIES
- Understand billing processes and procedures of Utility Billing.
- Understand collection processes and Town Code related to water, wastewater and sanitation utilities.
- Manually calculate bills for adjustments.
- Understand the financial billing software and input rates into the software when changes occur.
- Identify discrepancies in billings and account balances including general ledger accounts.
- Understand the Community Facilities District assessments billing and collection processes.
- Set up new assessment accounts and billing files for the new areas.
- Prepare the assessment billings for Pinal County on an annual basis.
- Prepare customer early pay-off as per policy and procedure.
- Provide information to realtors and citizens regarding assessment billings and balances.
- Keep records on early payoffs to provide additional principal payment information.
- Balance monthly reports to the general ledger.
- Balance daily cash and reconcile payments to cash reports.
- Maintain daily deposit logs and records.
- Process cash, checks, and credit card payments, balanced daily cash and reconcile payments to cash reports.
- Processes accounts payable weekly; prepares financial documents and records for assigned accounting programs; ensures accuracy, completeness, and timeliness; forwards for appropriate review, approval and/or processing.
- Processes accounts receivable (other than those for Utility Billing); generates and sends invoices to customers for provision of billable Town services, as requested by Town departments.
- Maintains, tracks and reconciles account balances with the general ledger.
- Reviews customer balances and follows up and takes necessary measures to collect all account balances and reduce the aging of delinquent accounts.
- Notifies supervisor and departments when accounts become significantly delinquent.
- Performs all other related duties, as assigned.
Education And Experience
- High School Diploma or GED plus college coursework in Bookkeeping, Accounting or closely related field.
- One (1) to two (2) years of experience in computerized accounting including accounts payable.
Required Certificates, Licenses, Registrations
- Must have and maintain a valid Arizona Driver’s License.
Preferred
- Caselle (Accounting software).
