About the role

The State Highway Administration's (SHA) Office of Finance (Baltimore City) is currently recruiting for four (4) Accountant Advanced positions. These positions are open to anyone who meets the minimum qualifications listed below.

Responsibilities

• Serves as an Accountant Advanced within Program Coordination, in the Capital Programming Division, within SHA’s Office of Finance (OOF).
• Serves as an assistant supervisor for personnel and the business activities of OOF’s Program Coordination Section (PCS).
• Responsible for the fiscal oversight of SHA’s Capital (Construction) Program.
• Manages all MDOT FMIS Project Numbers and related data elements.
• Manages the SHA Capital Forecast System (CFS).
• Manages the Electronic Form 42 Form 30 System (eF42F30).
• Reviews and publishes SHA’s Monthly Financial Advertisement Schedule.
• Supports the financial budgeting and accounting administration of the SHA project database in MSTARS.
• Prepares monthly financial reports for OOF and CAD, and other reporting as required.
• Functions as an Accountant in the Federal Aid Billing Section in the Office of Finance.
• Verifies, controls codes, and processes 3rd party invoices related to federally funded projects and programs.
• Generates timely billings to the Federal Highway Administration (FHWA) for reimbursement of costs incurred on federally funded projects and programs.
• Takes appropriate actions to transfer funds between grants and projects as needed.
• Prepares modifications, creates grants and corresponding budgets, and closes completed projects in compliance with FHWA requirements.

Qualifications

• Education: A bachelor’s degree in accounting from an accredited college or university including or supplemented by three (3) credit hours in auditing.
• Experience: Three (3) years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles.
• Preferred Qualifications: Knowledge of Excel, third party billing, and general ledgers; knowledge of construction project administration and accounting; knowledge of federal grants and reimbursement processes.
