About the role
This position exists to manage the day-to-day operations of the ABA Clinic licensing teams under the Provider Development Unit and serves as the senior authority for appeal submissions as it relates to licensed providers in the state of Colorado. The role oversees two teams of licensing specialists and compliance coordinators tasked with licensing and overseeing daily operations of all 24-hour child care facilities, agencies, and ABA clinics in Colorado. This position acts as the senior authority over ABA Clinic licensing processes and collaborates with providers, counties, other departments, and the public around licensing and adoption rules, regulations, policies, and practices.
This position supervises two Social Services Vs—both ABA Clinic licensing supervisors within the unit. The role is 100% remote and home-based, with required travel.
Responsibilities
- Administer and run the ABA Clinic licensing teams and all associated processes.
- Manage two teams of licensing specialists, compliance coordinators, and their supervisors.
- Create and manage systems to operationalize ABA Clinic licensing requirements, including helping staff complete program objectives.
- Develop ABA Clinic licensing standards of practice and ensure teams implement rules as written in Volume 7 and internal policies.
- Provide technical assistance and consultation regarding legal requirements, rules, regulations, and program policies to agency/facility staff, department staff, county staff, community partners, staff in other states, and the public.
- Oversee data collection and the development of strategic plans and goals for tracking program or initiative progress.
- Implement fiscal components of legislation related to ABA Clinic licensing and manage respective budgets.
- Attend mandatory meetings as identified by CDHS and/or DCW, including division meetings, staffings, unit meetings, and supervisions.
- Attend meetings and training specific to ABA Clinic licensing requirements.
- Disseminate information to appropriate partners regarding ABA Clinic licensing practices within the Provider Development Unit.
- Jointly oversee the statutory appeals process and appeals panels for 24-Hour Appeal Panels, which make recommendations on published regulations submitted by counties, agencies, and facilities.
- Work directly with the Attorney General’s Office in the event an appeal decision is challenged and requested for hearing.
- Review all appeals prior to submission to the Appeal Panels to ensure they meet criteria and are complete and accurate.
- Advise on interpretation of statutes and rules to the Division of Child Welfare and the Office of Children, Aging, and Community Services.
- Suggest adjustments to rules based on changes in policies, practices, and statutes at a statewide level for ABA Clinic licensing practices.
- Partner with internal and external stakeholders to identify necessary rule changes to Volume 7 Colorado Code of Regulations.
- Evaluate the need for training and technical assistance, develop training plans and materials, and prioritize training needs.
- Provide training and technical assistance to ABA Clinic licensing supervisors, their teams, and external stakeholders in provider, county, and public-facing meetings.
- Integrate policy/program changes into training curriculum and collaborate with appropriate staff to develop and maintain training materials.
- Identify and detect system problems, design solutions, and implement them through individual, team, and external technical assistance.
- Identify barriers in the provider network related to ABA Clinic licensing practices and provide strategies to overcome them.
- Use existing statutes, rules, Attorney General’s opinions, and guidelines as resources for solving problems.
- Negotiate between parties to ensure adequate and professional service delivery.
- Perform other duties as assigned to support department and division objectives, including serving as a liaison and/or primary contact to providers regarding licensing and/or adoption.
Requirements
- Nine (9) years of relevant experience in an occupation related to the work assigned to this position.
- A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years may substitute for experience.
Preferred Qualifications
- Master’s degree in a Human Services field.
- BCBA or equivalent certification.
- Relevant years of state service experience.
Conditions of Employment
- Must be a current Colorado resident at the time of application and maintain residency throughout employment.

- Motor vehicle check if driving a state-owned vehicle, including possession of a valid, non-restricted Colorado Driver’s License or a non-restricted U.S. Driver’s License for positions within 30 miles of the CO state border. Out-of-state license holders must obtain a Colorado license within 30 days of employment.
- Travel may be required for conferences, site visits, or as needed, including overnight and infrequent extended travel within Colorado. Auto insurance is required.
