Position Overview
This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire a Government Analyst II (working title: Senior Purchasing Analyst) who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team-based work environment.
SALARY RANGE
$2,392.32 - $2,903.08 Biweekly
Responsibilities
- Reviewing draft documents submitted by the requesting program office to ensure needs will be met and are in compliance with applicable laws, rules, policies, and good purchasing practices.
- Meeting with appropriate program office staff, as needed, to ensure a full understanding of scope of service, program, purpose of contract, etc.
- Assisting with the development of scopes of services, mandatory and submission requirements, cost proposals, evaluation criteria scoring, and other related attachments.
- Coordinating, reviewing, and providing the agency’s response to vendor-submitted questions.
- Drafting and finalizing any addenda.
- Posting solicitation-related documents to Vendor Bid System and any other applicable site.
- Evaluating mandatory requirements for responsiveness.
- Conducting vendor reference checks, as necessary.
- Facilitating and administering the public bid opening, vendor conference, the pre-evaluation instruction meeting, negotiation meeting with vendors (for ITN’s) and public dissemination of scores meeting.
- Developing evaluator score sheets, instructions, and related documents (e.g., agenda, addenda).
- Scheduling and administering the evaluation process, negotiation process, and the public dissemination of scores meeting.
- Providing guidance to evaluators and negotiators.
- Drafting and routing related justification, recommendation, and other award documents for approval.
- Participating in settlement conferences or other meetings required in the event of vendor protest.
- Meeting with the Contract Manager, Program Area, Management, and/or legal as required throughout the solicitation process.
- Responsible for the development, review, and oversight of Requests for Information (RFI), Agency Alternate Contract Source (ACS) Requests, single sources, emergency purchases, and other related procurements.
- Serves as an approver in MyFloridaMarketPlace (MFMP) for requisitions in excess of Category 2.
- Compiles statistical data and prepares special reports as requested by management.
- Performs special projects and other duties as assigned.

- Working knowledge of State of FL laws, rules, regulations and polices related to purchasing and contract administration.

Minimum Qualifications
- Two (2) years of public procurement experience that includes developing and managing the activities of formal and informal solicitations (Invitation to Bid, Request for Proposal, Invitation to Negotiate, Request for Quote), e.g., scope development and review, serving as a procurement officer, facilitating evaluations and negotiations, award activities, etc.
- Three (3) years of experience writing, reviewing, editing, and formatting professional documents.
- One (1) year of experience reviewing and approving purchase requisitions in MFMP.
