About the role
Plan, organize, lead and monitor procurement operations. Organize and manage procurement program. Manage delegation and revision of procurement authority.
Responsibilities
- Audit: Review audits from IA, APA, PRT and DGS and prepare responses.
- Interpretation of Policies and Procedures: Ensure proper procurement procedures and controls are in place and measure effectiveness of policies and procedures in meeting business goals and customer needs.
- Performance goals and service levels: Lead teams to meet established performance goals and provide excellent customer service. Develop, implement and monitor performance results for competitive bids, competitive negotiations, and sole source procurements.
- Identify and implement improvement strategies to increase efficiency and effectiveness in procurement operations.
- Procurement and Contracting Services: Provide procurement and contracting services to VDOT's districts and divisions. Develop and establish operating procedures, long range goals and objectives for VDOT's procurement and contracting program.
- Advise and instruct Procurement Managers and Contract Officers on procurement issues. Consult with the Office of the Attorney General and collaborate to provide advice on dispute avoidance and resolution.

- Ability to plan, organize and coordinate the work of supervisory, professional, and technical personnel.
- Extensive knowledge of principles and practices of governmental purchasing, as well as federal, state and local government procurement laws and practices.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources, leadership techniques, production methods, and coordination of people resources.
- Skill in motivating, developing, and delegating.
- Skill in strategic planning and customer satisfaction through continuous improvement.
- Skill in the use of computers and software programs.
Qualifications

- Skill in the use of computers and software programs.
- Virginia Contracting Officer (VCO), Certified Public Purchasing Officer (CPPO), Certified Professional Public Buyer (CPPB), or Certified Purchasing Manager (CPM) certification.
