Schedule

This position normally works a regular weekday daytime shift and requires scheduled/unscheduled overtime, including evenings, weekends, and holidays and/or immediate response to emergency conditions.

General Purpose

The purpose of this position is to perform mechanical and maintenance duties in support of the water treatment plant and all related facilities, including dams, reservoirs, elevated storage tanks, and pumping stations. Successful performance provides safe drinking water for city residents and visitors.

Essential Duties And Responsibilities

• Lead and oversee the daily work of mechanical and electrical maintenance staff, ensuring tasks are completed safely, efficiently, and in compliance with regulatory standards.
• Troubleshoot, diagnose, and direct corrective maintenance and repairs on a wide range of mechanical, electrical, and process equipment at water treatment plants and associated facilities.
• Plan, schedule, and perform preventive and predictive maintenance on pumps, motors, engines, electrical systems, and related infrastructure.
• Inspect, maintain, and repair water treatment equipment to ensure reliable plant operation and compliance with operational requirements.
• Cookordinate installation, testing, and commissioning of new or upgraded equipment; provide instruction and demonstrations to staff as needed.
• Supervise and participate in the safe unloading, handling, and storage of bulk chemicals used in water treatment processes.
• Diagnose operational deficiencies and determine necessary adjustments, repairs, or component replacements to minimize downtime.
• Cookordinate with vendors, contractors, and parts suppliers to obtain materials, services, and technical support.
• Maintain accurate records of inspections, maintenance activities, repairs, and asset condition in support of asset management and preventive maintenance programs.
• Support long-term maintenance planning and continuous improvement initiatives for plant reliability and efficiency.
• Maintain accurate inventory records, including stock inspections, condition updates, adjustments, and movements, to support inventory control and replenishment programs.
• Respond to emergency situations, system failures, and natural disasters; work extended hours or on-call shifts as required to troubleshoot and restore operations.
• Lead, plan, and review work involving the maintenance, repair, installation, and construction of water production and distribution systems and associated appurtenances.
• Supervise and operate, as required, a variety of light, medium, and heavy equipment, including backhoes, cranes, skip loaders, dump trucks, semi-tractor trailers, water wagons, forklifts, welding trucks, hammers, pumps and compressors.
• Enforce safety policies, procedures, and best practices to ensure a safe working environment for all personnel.
• Perform other related duties as assigned.

Skills And Physical Abilities Required

• Extensive knowledge of the tools, materials, and equipment used in the installation, maintenance, repair, and replacement of mechanical, electrical, and process equipment at water treatment facilities.
• Extensive knowledge of the operation, maintenance, and repair of pumps, motors, engines, electrical systems, and related water treatment and distribution infrastructure.
• Extensive knowledge of troubleshooting and repairing pumping systems, including submersible, suction lift, and vacuum lift pump stations.
• Extensive knowledge of preventive, predictive, and corrective maintenance practices for water plant equipment and associated facilities.
• Extensive knowledge of the safe operation, care, and preventive maintenance of light, medium, and heavy construction and maintenance equipment.
• Extensive knowledge of occupational hazards, safety regulations, and required precautions associated with mechanical, electrical, chemical, and confined-space work.
• Knowledge of bulk chemical handling, unloading, storage, and safety procedures used in water treatment operations.
• Considerable knowledge of asset management systems, maintenance management software, and the application of information technology to maintenance operations.
• Knowledge of applicable policies, procedures, and regulatory requirements related to water utility operations and customer service.
• Skill in the operation of a wide variety of light, medium, and heavy equipment, including backhoes, cranes, forklifts, dump trucks, welding equipment, pumps and compressors.
• Ability to read and interpret utility maps, technical drawings, schematics, equipment manuals, and work orders.
• Ability to diagnose equipment failures, evaluate operational issues, and implement effective corrective actions.
• Ability to understand and follow oral and written instructions and to accurately document inspections, maintenance activities, and repairs.
• Ability to establish and maintain effective working relationships with supervisors, vendors, contractors, co-workers, and the public.
• Ability to provide effective leadership, including training, coaching, evaluating performance, resolving conflicts, and fostering teamwork among assigned staff.
• Knowledge of conflict resolution principles and practices in a supervisory work environment.
• Computer Equipment and Software requirements: Personal computers; standard office equipment, including but not limited to printers, copiers, scanners, and fax; computer software, including Microsoft Word, Excel, Publisher, PowerPoint, Outlook, and Acrobat with the ability to quickly learn new software applications such as Munis, PowerDMS, Public Stuff, and various department-specific programs.

Education and Experience Required

• A high school diploma or GED equivalent.
• Five (5) years of supervisory experience in public works or utilities with at least two (2) years in Water Treatment Plant Maintenance or equivalent experience.

Environmental Conditions

• Work is performed in both indoor (office) and outdoor environments.
• Outdoor duties are conducted in varying and extreme weather conditions and may require extended periods of time in the field.
• Employees are regularly exposed to hazards such as excessively loud noises from construction equipment, live sewer systems, human debris, drug paraphernalia, hot tar and asphalt, heavy machinery, trenches, hazardous gases, fumes, paint, chemicals, and pesticides.
• The position may involve physical effort, including climbing ladders, bending, reaching, standing for long durations, and performing heavy manual labor in confined, cramped, or uncomfortable conditions.
• There is occasional exposure to slippery or uneven surfaces, heights above 20 feet, sub-grade environments, and water exposure to feet, legs, and hands.
• Exposure to confined spaces may occur on a rare basis.
• Employees in this role are subject to 24-hour call-back for emergency situations.
• All necessary training and personal protective equipment (PPE) will be provided to ensure safe work practices in all conditions.
