About the role
The Workforce System Analyst serves as the lead developer and manager of enterprise-level workforce reporting tools for the Governor’s Workforce Development Board (GWDB). This position designs, builds, and maintains Power BI dashboards and related data products; collects, validates, and analyzes workforce and program data; and transforms complex information into clear, actionable insights for leadership, committees, and external stakeholders.
Responsibilities
- Designs, builds, and maintains Power BI dashboards and related data products.
- Collaborates with state agencies, data owners, and partners to maintain high-quality reporting systems.
- Tracks progress on statewide workforce goals and supports strategic decision-making.
- Collaborates with internal and external stakeholders, including facilitating conversations or explaining analytical methods, needs, or rationale.
- Manages multiple deadlines, projects, and priorities in complex or multi-partner environments.
- Translates complex technical data into clear, actionable, non-technical summaries, presentations, or visualizations.
- Implements row-level security to control data access across audiences and external stakeholders.
- Develops and implements data governance or reporting standards across multiple data owners.
Requirements
- Three (3) years* of experience developing end-to-end data visualization products using Power BI, including building data models, writing DAX, and creating interactive dashboards for leadership or organizational decision-making.
- Associate’s degree in data analytics, information systems, public administration, economics, workforce development, social science or other closely related field as determined by the agency may substitute six (6) months of experience; bachelor’s degree substitutes for one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.
- Experience using Tableau, advanced Excel, SQL, or other analytical/visualization along with experience developing Power BI solutions (including Power Query for data transformation).
- Experience collecting, validating, analyzing, and interpreting data and developing dashboards, reports, or performance tools used by leadership, committees, or boards for performance reporting or decision making.
- Experience translating complex technical data into clear, actionable, non-technical summaries, presentations, or visualizations.
- Experience collaborating with internal and external stakeholders, including facilitating conversations or explaining analytical methods, needs, or rationale.
- Experience implementing row-level security to control data access across audiences and external stakeholders.
- Experience managing multiple deadlines, projects, and priorities in complex or multi-partner environments.
Qualifications
- Microsoft Certified: Power BI Data Analyst Associate (PL 300) or equivalent advanced Power BI certification.
- Experience extracting/sourcing data across multiple agencies, systems, or legacy platforms, including establishing data governance or reporting standards across multiple data owners.
- Experience designing dimensional or star-schema data models in Power BI, including defining relationships, organizing measures, and optimizing model performance.
- Experience presenting executive level briefings, dashboards, or trend summaries.
- Experience in workforce development, labor market analysis, or public sector data systems.
Skills
- Strong technical proficiency.

- The ability to present complex analytics in plain, accessible language for non-technical audiences.

Pay
- $33.48 - $49.66 / hourly.
- $69,906 - $103,690 / annually.
Schedule
- Day Shift, 8:00AM - 4:30PM.
- Monday - Friday.
