Workforce Development Manager

Full-time, permanent, exempt position in a hybrid workplace arrangement.

Responsibilities

  • Collaborate with all levels of stakeholders—union staff/leaders, officers, long-term care provider networks, labor relations, education partners, and human resource staff—to ensure needs are met and programs are designed and implemented for high completion rates.
  • Lead coordination and representation for the Nursing Home workforce development strategy within the long-term care delivery system.
  • Establish relationships and serve as the primary liaison with key stakeholders to explore training and development requests; research and identify contracts with optimal partners and vendors.
  • Organize meetings (set agendas, prepare presentations and materials), lead subcommittee work to develop models, and use stakeholder input to design processes and trainings.
  • Create strategies for hard-to-fill vacancies to ensure upgrade opportunities.
  • Participate in strategic discussions on workforce planning, data analytics, and execution of grant and Collective Bargaining Agreement (CBA) deliverables, including recruitment, job placement, and training/workforce strategy to support long-term care systems.
  • Collaborate on curriculum development; research and evaluate education and workforce development programs to identify best practices.
  • Partner with TEF divisions and higher education to support the development of training aligned with industry needs.
  • Assist the Assistant Director/Director in budget creation; manage and monitor spending; oversee timely vendor payments and address payment issues; review proposals and approve vendor rates.
  • Assist in directing and implementing training and workforce development initiatives across NYC, Long Island, and Westchester regions.
  • Oversee administrative processes to ensure accurate and timely data collection and entry; analyze data, develop reports, and provide recommendations.
  • Supervise, oversee, coach, and support the nursing home field coordinator team to achieve departmental member engagement, workforce, and programmatic goals.
  • Problem-solve member issues and challenging case management situations; present innovative and creative solutions.
  • Maintain confidentiality required by the organization and department.
  • Travel to various locations in NYC, Long Island, and Westchester regions as needed.
  • Available to work flexible hours, including evenings and weekends.
  • Perform additional duties and projects as assigned by management.

Qualifications

  • Bachelor’s degree in Labor Relations, Organizational Development, Education, Health, or other relevant fields; or equivalent years of experience. Master’s degree preferred.
  • Minimum five (5) years of experience in training, consulting, workforce development, or related professional/skill development in healthcare, with at least two (2) years of supervisory experience of exempt and non-exempt personnel.
  • Ability to scan political terrain and identify areas of improvement.
  • Working knowledge of joint labor-management/education settings and demonstrated expertise in workforce development.
  • Ability to translate industry changes into competency mapping, education design, and evaluation; navigate complex terrain in the health delivery system involving union, non-union, and multi-union employers.
  • Demonstrated experience aligning workforce training and education with operational needs.
  • Advanced knowledge of workforce planning strategies, including training plans and redeployment strategies.
  • Demonstrated experience in complex mediation and facilitation.
  • Excellent analytical and project management skills; ability to identify areas of improvement in political landscapes.
  • Ability to gain the confidence of clients and external organizational leadership at the executive level; understanding of varied interests and pressures of executives.
  • Strong grasp of interest-based approaches to engagement and project leadership; ability to mediate simple conflicts between parties at the departmental level.
  • Excellent skills in organizational relational dynamics, specifically as it relates to organizational design and workforce relationships; ability to decipher issues, underlying concerns, and assist in driving desired change.
  • Able to manage multiple priorities and meet tight deadlines.
  • Demonstrated leadership skills in education or training; ability to influence, motivate, and lead clients at the executive level, and represent TEF in interactions with industry leaders and outside organizations.
  • Excellent written and verbal communication skills; strong active listening, self-awareness, recognition of impact on others, and ability to manage boundaries.
