About the Role
The main purpose of this position is to oversee and provide direct supervision to Family Investment staff serving Temporary Cash Assistance (TCA) and Supplemental Nutrition Assistance Program (SNAP) applicants and participants. Responsibilities include assisting clients with identifying and resolving barriers to employment and self-sufficiency, enhancing their employability, helping them obtain and retain employment, and ensuring the agency meets the initiatives of the Workforce Innovation and Opportunities Act. The Work Program Supervisor serves as a technical subject matter expert, providing recommendations for policy and procedure implementation, researching processes, drafting Standard Operating Procedures, improving system efficiency, and training staff on TCA and SNAP E&T procedures.
DHS employees may be designated as emergency essential personnel and required to respond during emergencies as dictated by the Governor.
Responsibilities
- Support, supervise, monitor, and evaluate the work of Family Investment Specialist IV Lead Workers and Work Program case workers using State and County performance evaluation guidelines.
- Ensure compliance with departmental policies, directives, and objectives in day-to-day operations.
- Participate in training opportunities to improve skills and knowledge.
- Maintain open and effective communication with subordinate staff, other DSS supervisors, the Program Integrity Administrator, the FIA Assistant Director, external customers, and partner agencies to ensure consistency in operations and policy interpretation.
- Motivate, influence, and guide unit staff toward goal accomplishment to provide high-quality services compliant with federal, state, and local policies.
- Facilitate partnerships throughout the Frederick County Workforce system to meet Workforce Innovation and Opportunities Act initiatives.
- Research processes and procedures for the TCA Work Program and SNAP Employment and Training program, assist in drafting Standard Operating Procedures, and make recommendations to improve efficiency.
- Provide training to staff on TCA and SNAP E&T procedures.
Requirements
Preference will be given to applicants who possess the following qualifications:
- Experience: Eight years of experience, including four years in the administration of a human services program or conducting studies and analyses of programs, procedures, practices, and organizations, plus an additional four years of professional or technical experience in the same fields.
- Candidates may substitute a Bachelor’s degree from an accredited college or university and four years of relevant experience for the required experience.
- Candidates may substitute graduate-level education in a human services-related field at the rate of 30 credit hours per year for up to six years of the required experience.
- Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or specialty codes in the General, Administrative, Clerical, and Office Services field on a year-for-year basis for the required experience.
Preferred Qualifications
- One year of supervisory experience.
- One year of experience using Google Suite applications, WORKS (Work Opportunity Record Keeping System), and E&E (Enrollment & Eligibility) Systems.
- One year of experience in and working knowledge of TANF (Temporary Assistance for Needy Families with Children) and/or SNAP E&T (Supplemental Nutrition Assistance Program Employment and Training).
- One year of experience preparing detailed reports, analyzing data, and monitoring program compliance.
