Responsibilities

• Develop, implement, and maintain the Webber Permit Processing Program.
• Process utility, driveway, special use, drainage, house moving, road closure, and landscaping permits, including all necessary paperwork.
• Conduct field inspections during and after construction to ensure compliance with state Department of Transportation (DOT) regulations and specifications.
• Act as a company representative providing DOT with policy information regarding permits.
• Coordinate and resolve issues between Webber, the public, utility companies, and the DOT.
• Serve as a Subject Matter Consultant to staff for reviewing plans and specifications, including maintenance of traffic, utility conflicts, and erosion control.
• Review entire sets of plans for roadway and right-of-way encroachment based on administrative rules (e.g., vegetative rules, private right-of-way usage, utility installation).
• Coordinate and conduct field reviews of proposed installation sites to identify influencing factors.
• Participate in pre-construction conferences prior to proposed construction.
• Present monthly summary and permit status reports to the Project Manager, including permit application metrics, issuance timelines, outstanding issues, and DOT communications.
• Perform condition assessments of pavements, signs, guardrails, tunnels, bridges, vegetation, and other contract requirements.
• Schedule and coordinate work to be performed, including determining self-performance or sub-contract approaches for compliance.
• Assist with roadway characteristics through RCI inventory.
• Inspect in-process and completed work to ensure compliance with contract requirements.
• Respond to incident emergencies, coordinate on-site responders, and report accidents/injuries (actual and near misses).
• Manage, monitor, and control highway project equipment and materials.
• Identify opportunities for process improvements, efficiency, and cost reduction.
• Create and manage work orders to successful completion.
• Ensure accurate and timely completion of work reporting and timesheets.
• Prepare reports and correspondence as necessary and enter data into SAP.
• Identify, qualify, and negotiate contract parameters with subcontractors.
• Assist and monitor routine work plan activities such as traffic control and maintenance work.
• Perform all other assigned duties.

Requirements

• High School diploma or GED required; Bachelor’s Degree preferred.
• Minimum of 3 years’ experience in a related industry.
• Clean, valid Driver’s License, Class 1, is required; DOT Certifications preferred.

Work Conditions & Physical Demands

The employee is regularly required to sit for long periods and occasionally stand and/or walk for short periods. The role involves using hands and fingers, reaching with hands and arms, and requires close and distance vision with the ability to adjust focus. Must practice safe work methods to remain accident and injury-free, recognizing hazards in tasks. The work environment is primarily office-based with moderate noise levels.
