WATERSHED MANAGEMENT SPECIALIST

Under general supervision, performs work activities related to permitting (except boats), buffer management, watershed outreach, and related programs. Prepares correspondence, maintains databases, analyzes compliance trends, and supports classification, permitting, and enforcement activities. Participates in outreach programs as directed and reports to the Watershed Management Coordinator.

Responsibilities

• Administers Spartanburg Water System Policies and Procedures to protect water quality for Lake Bowen, Lake Blalock, and Municipal Reservoir #1.
• Conducts all aspects of the land permitting programs (dock, shoreline stabilization, vegetation, etc.).
• Monitors and inspects buffer sites and reservoir activities to ensure compliance with SWS policies, regulations, and local, state, and federal laws.
• Investigates complaints from industrial users, customers, and the public.
• Operates the PIMS system for issuing permits and maintains accurate records.
• Collects operational, process, discharge, and environmental data for classification, permitting, and enforcement actions.
• Provides technical support to operations and maintenance groups for problem-solving at SWS treatment facilities.
• Participates in buffer land inspections and associated corrective actions.
• Assists with departmental activities, budget development, and meetings; presents information on watershed management issues.
• Prepares Letters of Violation, Administrative Orders, and other enforcement-related correspondence.
• Reviews engineering reports, plans, specifications, and planting plans for permit applications and alterations.
• Processes forms and documents as directed by the Watershed Management Coordinator.
• Operates machinery and equipment, including computers, samplers, oxygen meters, spectrophotometers, boats, GPS, cameras, and turbidimeters.
• Performs other related duties as required.

Requirements

• Bachelor’s degree in Chemistry, Biology, Environmental Science, Engineering, or an equivalent scientific field with at least one year of experience in a Watershed Management program.
• Equivalent combination of education and experience providing the required knowledge, skills, and abilities may be considered.
• Valid driver’s license required.
• Certification in American Red Cross Adult/Child/Pediatric First Aid/CPR/AED within 6 months of employment.
