Gainesville Regional Utilities' Water/Wastewater Systems Engineering Department is currently seeking to fill a Supervising Utility Engineer position in the Pipeline Infrastructure Group.

About the role

This is a supervisory engineering position coordinating utility engineers and technicians in a variety of engineering projects, including:

  • Water distribution and wastewater collection pipeline planning
  • Condition assessment of water distribution and wastewater collection pipelines
  • Design of water distribution, wastewater collection, and reclaimed water pipeline projects
  • Construction management and oversight of a wide variety of utility projects
  • Coordination with various engineering consultants, agencies, and contractors

Responsibilities

  • Developing annual work plans
  • Developing, implementing, and maintaining an annual budget for rehabilitation and replacement of water, wastewater, and reclaimed water pipelines
  • Preparation, review, and approval of engineering plans utilizing AutoCAD, specifications, and permits for water distribution and wastewater collection system projects
  • Managing infrastructure rehabilitation programs, such as lining of gravity sewer mains and manholes, smoke testing, and integrity testing
  • Significant coordination with internal departments, outside consultants, and contractors regarding construction, rehabilitation, or repair of water and sewer mains
  • Supervising, coordinating, and training entry-level and experienced engineers, technicians, and other support personnel, including selection, promotion, discharge, and other appropriate personnel actions
  • Assisting in the coordination with City, County, and State agencies regarding planning, design, permitting, and construction activities associated with water and wastewater utility relocation within public rights-of-way
  • Developing construction specifications, scope of work, and estimates for water/wastewater pipeline infrastructure
  • Reviewing and interpreting engineering drawings, specifications, and other design documents
  • Coordinating the preparation, review, and approval of engineering analyses, specifications, and reports for complex projects
  • Formulating operating policies
  • Developing and evaluating plans and criteria for a variety of projects and activities to be carried out by others
  • Providing guidance, assistance, and interpretation to others
  • Recommending selection, promotion, discharge, and other appropriate personnel actions
  • Designing, evaluating, and coordinating engineering projects and activities with internal departments, outside consultants, and contractors on complex projects
  • Initiating and maintaining extensive contacts with key engineers and officials of other organizations, requiring skill in persuasion and negotiation
  • Keeping senior management informed of project status
  • Performing other related duties as assigned, including responding under emergency conditions

Requirements

  • Bachelor’s degree in Civil, Environmental, or Mechanical Engineering from an ABET-accredited educational institution
  • Eight years of experience in the area of assigned engineering responsibility, including a minimum of two years of project management, lead, or supervisory experience
  • Valid Florida Class E Driver's License
  • Valid Engineering License issued by Florida Board of Professional Engineers (FBPE) preferred
  • Experience with Civil 3D and ArcGIS preferred

Skills

  • Good organizational and communication skills, with a demonstrated ability to solicit input and support from others at various levels in an organization
  • Experience developing, implementing, and maintaining project budgets
  • Water distribution, wastewater collection, and/or reclaimed water pipeline design and construction experience
  • Experience and knowledge of construction methods and activities
  • Project management experience related to water/wastewater utilities
  • Utility permitting experience
  • Experience managing contractors
  • Experience supervising and training technical staff
  • Proficient with MS Office Suite or equivalent; knowledge of software utilized in the engineering discipline
  • Ability to apply complex and current industry engineering theories, practices, and techniques to typical challenges
  • Strong problem-solving, analysis, and reasoning skills
  • Effective written and verbal communication skills, including persuasion, consensus building, and negotiation of critical issues
  • Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public
  • Ability to coordinate activities of, guide, and coach subordinate engineers and other engineering personnel
  • Knowledge of management skills, practices, and concepts, administrative management, project planning, supervisory techniques, advanced analysis and design techniques, training techniques, and resource management
  • Ability to interpret, organize, and execute assignments with minimal supervision
  • Ability to keep abreast of latest engineering advancements and legislative/regulatory developments in the field

Pay

$111,935.25 - $167,902.36

This position is in-person and located in Gainesville, Florida.
