About the role
The Water/Wastewater Practice at David Evans and Associates, Inc., is seeking a Project Manager in Portland, OR, Beaverton, OR, or Salem, OR. The ideal candidate will lead complex municipal (special purpose district and/or city) water and wastewater projects.
Key Responsibilities
- Project Management, Technical Leadership, & Delivery
- Lead planning and design for municipal (special purpose district and/or city) water and wastewater systems, including conveyance and pumping systems, storage and distribution systems, collection systems and treatment facilities.
- Manage scope, schedule, budget, and quality.
- Cookordinate multidisciplinary teams and subconsultants.
- Oversee project financials including forecasting, invoicing, and profitability.
- Ensure successful project closeout and client satisfaction.
- Manage complex design tasks and coordinate multidisciplinary teams.
- Prepare and oversee engineering deliverables including plans, specifications, reports, and cost estimates.
- Ensure compliance with applicable regulatory requirements and design standards.
- Serve as Engineer of Record or technical lead on projects.
- Client Management & Business Development
- Serve as primary point of contact for key municipal (special purpose district and/or city) water/wastewater clients.
- Build and maintain strong client relationships.
- Identify new opportunities, support proposal development, and collaborate on market growth strategies.
- Support or lead proposal development and project pursuits.
- Represent DEA at industry events, professional organizations, and community initiatives to strengthen relationships and market presence.
- Team Leadership
- Lead and mentor project teams.
- Provide direction to task leaders and technical staff.
- Mentor and develop junior staff, fostering collaboration and accountability.
Required Qualifications
- Bachelor’s degree in Civil Engineering (or related field); PE license required or ability to obtain 8+ years of progressive civil engineering experience, with a focus on water and wastewater systems.
- Strong experience in municipal (city and/or special purpose district) water/wastewater system design.
- Proven ability to lead design tasks and coordinate project teams.
- Familiarity with public agency processes, permitting requirements, and regulatory coordination.
- Experience supporting full project lifecycle, from planning and design through construction.
- Proficiency with standard engineering tools (e.g., hydraulic modeling, drafting/design software, Bluebeam, spreadsheets).
- Strong communication and technical writing skills.
- Experience mentoring or supervising junior staff.

Potential Salary Range
$110,000/annually - $150,000/annually.
