About the role

The Water/Wastewater Practice at David Evans and Associates, Inc., is seeking a Project Manager in Portland, OR, Beaverton, OR, or Salem, OR. The ideal candidate will lead complex municipal (special purpose district and/or city) water and wastewater projects.

Key Responsibilities

  • Project Management, Technical Leadership, & Delivery
    • Lead planning and design for municipal (special purpose district and/or city) water and wastewater systems, including conveyance and pumping systems, storage and distribution systems, collection systems and treatment facilities.
    • Manage scope, schedule, budget, and quality.
    • Cookordinate multidisciplinary teams and subconsultants.
    • Oversee project financials including forecasting, invoicing, and profitability.
    • Ensure successful project closeout and client satisfaction.
    • Manage complex design tasks and coordinate multidisciplinary teams.
    • Prepare and oversee engineering deliverables including plans, specifications, reports, and cost estimates.
    • Ensure compliance with applicable regulatory requirements and design standards.
    • Serve as Engineer of Record or technical lead on projects.
  • Client Management & Business Development
    • Serve as primary point of contact for key municipal (special purpose district and/or city) water/wastewater clients.
    • Build and maintain strong client relationships.
    • Identify new opportunities, support proposal development, and collaborate on market growth strategies.
    • Support or lead proposal development and project pursuits.
    • Represent DEA at industry events, professional organizations, and community initiatives to strengthen relationships and market presence.
  • Team Leadership
    • Lead and mentor project teams.
    • Provide direction to task leaders and technical staff.
    • Mentor and develop junior staff, fostering collaboration and accountability.

Required Qualifications

  • Bachelor’s degree in Civil Engineering (or related field); PE license required or ability to obtain 8+ years of progressive civil engineering experience, with a focus on water and wastewater systems.
  • Strong experience in municipal (city and/or special purpose district) water/wastewater system design.
  • Proven ability to lead design tasks and coordinate project teams.
  • Familiarity with public agency processes, permitting requirements, and regulatory coordination.
  • Experience supporting full project lifecycle, from planning and design through construction.
  • Proficiency with standard engineering tools (e.g., hydraulic modeling, drafting/design software, Bluebeam, spreadsheets).
  • Strong communication and technical writing skills.
  • Experience mentoring or supervising junior staff.

Potential Salary Range

$110,000/annually - $150,000/annually.
