Water Service Worker Supervisor

About the Role

Under general supervision, supervise, coordinate, and participate in work activities of an assigned crew engaged in the heavy construction, maintenance, and repair of water lines and services.

Responsibilities

  • Supervise and participate in medium to heavy construction of water lines and services:
    • Receive daily work orders and discuss assignments with supervisor.
    • Estimate and prepare equipment and material requirements; arrange for delivery of materials, equipment, and traffic control.
    • Check area for damage and identify underground utilities before excavation.
    • Coordinate work with other utility entities.
    • Order safety equipment specific to assignment, including traffic control, self-contained breathing apparatus, and trenching.
    • Supervise and participate in the installation, maintenance, and repair of water service lines, form installation, and concrete pouring/finishing.
    • Ensure safety procedures are followed in trenches, excavations, or confined areas.
  • Supervise and participate in laying pipes and connections:
    • Supervise installation and maintenance of fire hydrants, pipe cutting, machining, and wet connections (tapping) to ensure compliance with codes and regulations.
    • Lay pipe and connections for new or existing systems.
    • Repair, remove, or replace damaged or obsolete lines.
    • Repair main leaks and breaks; replace valves according to specifications and regulations.
    • Inspect work in progress or completed work to ensure compliance with specifications.
    • Ensure all equipment is operated and maintained safely.
    • Respond to emergency calls.
    • Prepare activity and maintenance logs, keep records, and prepare reports.
  • Supervise assigned staff:
    • Schedule, assign, and review operational and procedural activities.
    • Prioritize and coordinate crew activities.
    • Instruct, guide, and check work.
    • Appraise employee performance; provide training and development.
    • Enforce personnel rules, regulations, and work standards.
    • Counsel, motivate, and maintain harmony.
    • Recommend hiring, termination, transfers, discipline, merit pay, or other employee status changes.

Requirements

  • High School diploma or GED.
  • Three (3) years of experience in the maintenance, construction, or repair of water lines and mains, including one (1) year in a lead capacity.
  • Valid Texas Class “C” Driver’s License or equivalent from another state.
  • Class “C” Water Operator's License issued by the State of Texas required within eighteen (18) months of appointment.
  • Military Occupational Specialty (MOS) Codes: 1171 (Marine Corps), 3E451 (Air Force), 92W (Army).

Pay

$44,648.45 - $66,079.70 Annually

      • >15 years of service: 6.16 hours (20 days/year).
  • Sick Leave:
    • Accrued in accordance with Civil Service Commission Rules.
  • Accident Leave:
    • Applies to occupational injuries and diseases occurring after adoption of amended ordinance.
  • Pregnancy Leave:
    • Treated as any other temporary physical disability; use of accumulated sick leave, followed by unpaid leave or use of annual leave.
  • Legal Holidays:
    • New Year's Day, Martin Luther King Holiday, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Day after Thanksgiving, Christmas Day, Employee's Birthday.
    • Additional holidays may be designated by City Council; observed on preceding Friday if holiday falls on Saturday, or following Monday if on Sunday.
