Wastewater Technical Services Manager - Treatment Division

About the role

The Pima County Regional Wastewater Reclamation Department (RWRD) is seeking a Technical Services Manager to oversee process optimization and ensure compliance with relevant laws and regulations.

Responsibilities

• Plans, organizes, and manages activities of professional and technical personnel engaged in wastewater process operations.
• Coordinates engineering evaluations and reviews with various city and County departments, private utilities, and state/federal agencies.
• Analyzes and determines the effectiveness of treatment processes and ensures RWRD's compliance with applicable laws, regulations, and guidelines.
• Develops wastewater process control policies, procedures, and standards in alignment with local, state, and federal laws and regulations.
• Develops process improvements, writes technical reports and white papers, and plans new projects.
• Responds to public requests for information and resolves complaints.
• Plans and prepares reports and proposals for new projects.
• Trains, supervises, and evaluates assigned personnel.
• Provides expert testimony in court cases involving permit appeals and groundwater degradation issues.
• Develops general control narrative outlines and basic P&ID’s, evaluates existing control narratives for functionality and efficiency, and revises control parameters as required.

Requirements

• Bachelor’s degree of Science from an accredited college or university with a major in STEM (science, technology, engineering, or mathematics) discipline or a closely-related field as determined by the department head at the time of recruitment, AND four years of experience in either water pollution control, project management, industrial facility operations and maintenance, engineering, or water/wastewater industry technical consulting, INCLUDING two years of supervisory or management experience.
• Four years with Pima County as a Wastewater Technical Training Supervisor, Wastewater Operations & Maintenance Supervisor II, Wastewater Operations Manager, Wastewater Planning Manager, or related position as determined by the department head, INCLUDING one year of supervisory experience.

Preferred Qualifications

• Engineering degree in mechanical, chemical, or process engineering disciplines.
• Direct experience working with complex data systems.
• Minimum (3) years experience in project management overseeing new process implementations.
• Minimum (3) years experience in mechanical system designs and process control system integration.
• Experience interpreting technical drawings and specifications, and troubleshooting operational issues.
