Waste Abatement Technician – Hazardous Waste
About the Role
Under supervision, performs work in the operation of the regional hazardous waste program, and recycling center according to county, state, and federal regulations, and guidelines. Collects and processes hazardous, problem, and recycling materials. Performs routine maintenance and repairs for the Hazardous Waste and Recycling Center facilities and equipment. Performs cleaning activities within the Hazardous Waste complex. Assists other waste abatement areas as needed. Supports a diverse, respectful, and inclusive workplace.
Minimum Qualifications
- Combination of education and experience equivalent to one (1) year of experience in a related position.
- Valid driver's license is required.
- Individuals offered a position will be required to take a drug test.
- Regular and reliable attendance is a necessary component of job/position.
- Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.
Required Special Qualifications
- Successful completion of MPCA training programs within one (1) year of employment.
- Successful completion of forklift operators training within one (1) year of employment.
- Must be able to work Saturdays.
Responsibilities
- Receives, presorts, processes, packages, and prepares shipments of problem and hazardous materials according to County, MPCA, and Department of Transportation (DOT) guidelines.
- Performs activities to reuse and recycle hazardous materials and products.
- Maintains a used product reuse area.
- Provides technical assistance and answers questions for the public.
- Collects, processes, and transports hazardous waste at mobile collections in Olmsted and surrounding counties.
- Performs cleaning and routine maintenance.
- Performs emergency response procedures.
- Assesses customers with waste loads and determines the price needed for disposal of waste.
- Processes payments from customers including cash, check, and credit card.
- Operates mobile and stationary equipment to move and process waste and materials.
- Performs related duties as assigned.
Knowledge, Skills & Abilities
- Knowledge of a variety of potentially hazardous products, their chemical properties, and their environmental effects.
- Knowledge of DOT and MPCA regulations for hazardous wastes.
- Knowledge of state and federal regulations for proper management and transportation of hazardous materials.
- Knowledge of Emergency Response Procedures.
- Skill in the use of computers and technology including Microsoft based computer data management, record keeping, and report generation.
- Skill in the use of basic business math.
- Skill in safely operating stationary and mobile equipment.
- Ability to physically move collected waste and materials to proper storage areas.
- Ability to communicate effectively and efficiently, both verbally and in writing.
- Ability to determine and perform reuse, recycle, treatment, and testing on potentially hazardous materials.
- Ability to work independently.
- Ability to successfully complete applicable training programs.
- Ability to establish and maintain effective working relationships with other employees and provide good customer service.
- Ability to read and interpret safety labels.
Pay & Schedule
Expected starting salary is $24.40 to $32.59 per hour. Full salary range is $24.40 to $40.77 per hour. Hours of work are 8 a.m. to 5 p.m., Tuesday through Saturday.
Benefits
Provisional employees are eligible for benefits if employment is projected to be 12 months or longer and work at least 40 hours per pay period.
- Paid Time Off: Employees over .5 FTE accrue PTO based on length of service: up to 23 days (first 5 years), 25 days (6-10 years), 27.5 days (11-15 years), 30 days (16-20 years), 32.5 days (21-26 years), or 35 days (over 26 years). Employees begin accruing on day one.
- Flexible Time Leave: Regular full-time and part-time employees (20+ hours/week) receive up to 28 hours of paid FTL per calendar year (prorated based on start date).
- Paid Holidays: New Year's Day, Martin Luther King Jr. Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve (4 hours when Dec 24 falls on Mon-Thu), and Christmas Day.
- Health Insurance: Self-insured plan administered by Medica. In-network deductible: $1,500/person, $4,500/family (with reward opportunity to lower to $500/$1,500). Out-of-pocket max: $3,000/person, $6,000/family (with reward). Monthly employee rates: Single $110, Employee + Children $500, Employee + One $546, Family $690.
- Nice Healthcare: No-cost virtual and in-home care, labs, x-rays, and more for employees on the health plan and their eligible dependents (even if not enrolled in the health plan). No premium.
- Prescription Drug Plan: Administered by Alluma with Express Scripts network. Co-insurance: 25% (formulary) or 40% (non-formulary), with mail order discounts. $2,400/person or $4,800/family annual out-of-pocket limit.
- Dental Insurance: Self-insured through Delta Dental. Diagnostic & Preventive (100%), Basic Services (80%), Major Restorative (50%), Orthodontics (50% up to $1,500 lifetime per child). $50 deductible per family member ($150 max), waived for Diagnostic & Preventive. Monthly employee rates: Single $14, Employee + One $25, Family $56.
- Life Insurance: County-paid Basic Life: two times annual salary (rounded to nearest $1,000) up to $300,000. County also pays 100% of dependent coverage: Spouse $2,000, Children (up to age 26) $1,250.
