Hiring range: $72,000 - $90,000. Full-time, hybrid schedule (in-office and telework) based in Virginia.

About the role

Collaborate on the implementation and enforcement of DEQ’s regulatory programs to ensure fair, consistent application of laws, regulations, policies, and procedures. Promote a OneDEQ mindset and a commonsense approach to agency operations, including hiring, training, and integrating staff to deliver timely, accurate work products. Coordinate with state and federal agencies, identify challenges, and provide solutions. Lead teams to meet agency goals and produce high-quality outcomes for the Commonwealth.

Responsibilities

  • Evaluate Virginia Water Protection (VWP) Permits for completeness.
  • Develop technically accurate and appropriate permit authorizations within regulatory timeframes and in accordance with applicable laws, regulations, policies, and procedures.
  • Inspect and manage permits to support timely compliance, enforcement, and remediation activities.
  • Provide superior customer service to facilitate compliance with environmental regulations and communicate departmental programs and procedures to the public.
  • Work with applicants and permittees to resolve issues efficiently, openly, fairly, and consistently.

Requirements

  • Combination of education or training with major coursework in environmental science or engineering, biological or ecological sciences, hydrology, soil science, natural resource management, or related fields. Equivalent technical experience may substitute.
  • Demonstrated experience with computer systems and database/project management.
  • Familiarity and comprehension of state and federal laws, regulations, DEQ policies, and procedures.
  • Ability to read, interpret, and apply complex policies, guidelines, and regulations.
  • Reasoned analysis for decision-making and ability to follow APA procedures and legal processes when drafting permits, ensuring compliance and processing enforcement.
  • Demonstrated work history and experience consistent with the 7C’s of DEQ.

Qualifications

  • Experience in DEQ water program processes is a plus.
  • Wetland Professional in Training (WPIT), Professional Wetland Scientist (PWS), or Professional Wetland Delineator (PWD) certifications are beneficial for Virginia Water Protection Program positions.
  • Ability to understand general engineering and science principles and communicate effectively both verbally and in writing.

DEQ issues permits, conducts monitoring and inspections, and enforces environmental laws through a workforce of over 800 employees across six regional offices and the Central Office in Richmond.
