About the role

The role of VP, Regulatory Counsel at Barclays involves providing legal advice and support to the business on regulatory affairs, managing risk, and supporting the bank in legal and regulatory matters.

Responsibilities

• Develop and implement best practice legal strategies for risk management and compliance.
• Provide legal advice and support to the business on regulatory compliance, risk management, and transactional matters.
• Support the Legal department in representing the bank in legal proceedings related to regulatory matters.
• Review relevant legislation and create/review legal documents to ensure compliance with applicable laws and regulations.
• Conduct legal research and analysis to stay updated on changes in laws and regulations impacting the bank's operations.
• Develop and deliver training programs to educate employees on applicable legal and regulatory requirements.
• Proactively identify, communicate, and provide legal advice on applicable laws, rules, and regulations.

Requirements

• Experience with U.S. bank regulatory prudential rules, including Reg Y and Reg W.
• Experience with U.S. broker-dealer regulatory issues, including financial responsibilities rules (15c3-3 and 15c3-1).
• Genuine curiosity and enthusiasm for navigating digital asset-related matters.
• New York law license.

• Strong legal research and analytical skills, particularly with respect to regulation.
• Self-motivation, the ability to drive for results, and a track record of setting and achieving goals.
• Experience assessing legal and regulatory risk in time pressured and sensitive situations.
• Strong attention to detail and sound independent judgment.
• Eagerness to learn and ability to work collaboratively.

Skills

• Experience with custody, especially in the prime brokerage space.
• Experience with regulatory capital issuance transactions.
• Experience with emerging digital assets initiatives.
