About the role

The NW Parking District Stakeholder Advisory Committee advises the Portland Bureau of Transportation (PBOT) staff on transportation and parking issues in NW Portland. The committee supports a full range of transportation options within the context of neighborhood livability and economic vitality, aiming to efficiently manage parking and reduce reliance on single-occupancy automobiles. Responsibilities include providing feedback on proposed parking management strategies, prioritizing the use of parking revenue raised in the district, and advising on matters related to pay parking, permit parking program operations, and event-day management.

Committee work is guided by the NW District Parking Management Plan and NW Parking District Off-Street Action Plan.

Committee Objectives

• Support the economic vitality of the district and maintain a friendly atmosphere for visitors.
• Promote traffic safety through traffic calming and improvements to the pedestrian environment.
• Create a limited supply of additional off-street structured parking to support Northwest’s vibrant main streets, consistent with Policy 4 of the NW District Plan.
• Increase awareness of and promote transit and alternative transportation options for Northwest residents, employees, and visitors.
• Increase walking, bicycling, and transit use by employees, visitors, and residents.
• Determine and effectively manage opportunities for shared off-street parking.
• Advise the City on the use of the community’s share of on-street parking revenues.
• Reduce auto trips by employees, visitors, and residents to, from, and within the neighborhood.
• Develop baseline travel and parking behavior data, define measures of success, monitor travel behavior, and provide ongoing accountability.
• Advise the Bureau of Transportation on pay parking, permit parking program operations, and event-day management.

Requirements

To be eligible for the NW Parking District Stakeholder Advisory Committee, you must live, work, or own a business or property in the NW Parking District. Refer to this map of the NW Parking District.

Applicants for designated seats will be nominated by the respective organization before the application is evaluated.

What We Look For

We seek diverse perspectives from every part of NW Portland, especially individuals who have not been involved before. The following attributes will guide the evaluation process, though applicants need not meet all criteria:

• Brick-and-mortar business owner
• Passion for parking and transportation, reducing carbon emissions, and reducing reliance on single-occupancy vehicles
• Perspective on navigating the community as a person with a disability
• Perspective on navigating the community with young children
• Renter living in a multi-family building in the NW neighborhood
• Relatively recent resident of the neighborhood
• Volunteer, participant, board member, or employee of a cultural or community institution (e.g., church, school, or non-profit serving the NW neighborhood)
• Belief in the value of community involvement in government processes
• Availability to attend all meetings and participate in discussions (accommodations can be made for scheduling conflicts)

Schedule

• Monthly meetings on the third Wednesday of the month, 5:00–6:30 pm (hybrid format with remote attendance options).
• Members serve three-year terms, with a maximum of 8 consecutive years.
• Members are expected to prepare for meetings on their own time. Meeting materials may be sent with as little as 48 hours’ notice.

Accessibility & Accommodations

• Interpreters can be provided for meetings with at least one week’s notice.
• Verbal and written translations may be available, though dialects may vary.
• Public transportation or parking passes are available to remove participation barriers.
• Notify staff of any barriers to participation.

Volunteer Ethics

Committee members are considered "Public Officials" and must adhere to ethical standards, including disclosing potential conflicts of interest (e.g., personal or familial financial benefit from recommendations). Training on ethics will be provided upon acceptance.
