Citizen trustee position on the Fire and Police Disability and Retirement (FPDR) Board of Trustees for a three-year term beginning January 1, 2027.

About the role

The FPDR Board of Trustees acts as an independent public body administering the FPDR Fund and Plan. The board ensures compliance with Chapter 5 of the City of Portland Charter, overseeing benefit distribution to Fire and Police sworn employees and their survivors while prudently managing taxpayer funds. The board consists of five members: one active Portland Fire and Rescue (PF&R) member, one active Portland Police Bureau (PPB) member, two citizen members, and the Mayor or designee. All trustees serve as unpaid volunteers.

Responsibilities

  • Make administrative decisions regarding the FPDR Plan.
  • Ensure the provisions of Chapter 5 of the City Charter are followed.
  • Attend bimonthly meetings (typically on the 4th Thursday of every other month) in a hybrid format (virtual or in-person). Meetings last approximately 2–3 hours.
  • Prepare for meetings independently by reviewing materials provided approximately two weeks in advance.
  • Maintain regular communication via email and phone.
  • Uphold fiduciary responsibilities and maintain confidentiality.
  • Collaborate with other board members and contribute to the FPDR mission.

Requirements

  • Must be a citizen of the City of Portland.
  • Cannot be an active or past member, beneficiary of the FPDR Plan, or employed by Portland Fire and Rescue or the Portland Police Bureau.
  • Must possess relevant experience in pension and disability matters.

About FPDR

The Bureau of Fire and Police Disability and Retirement (FPDR) administers the FPDR Fund, processing claims for disability, retirement, and death benefits. The bureau provides the Board of Trustees with the information needed to administer the fund and is overseen by a Fund Administrator (Bureau Director) who determines eligibility for benefits. The FPDR Plan is funded through a dedicated property tax levy on all taxable property within the City of Portland. The board prepares an annual estimate of funds required for the next fiscal year, which the Portland City Council uses to levy a sufficient tax. The FPDR Fund operates on a "pay as you go" basis, meaning it does not retain funds for future benefits, unlike most public defined benefit retirement plans.

Schedule

  • Bimonthly meetings on the 4th Thursday of every other month (hybrid format, 2–3 hours).
  • Occasional virtual-only meetings.
  • Meeting materials provided approximately two weeks in advance for independent review.
  • Initial orientation: one-hour session in the FPDR office, presented by FPDR staff and a City Attorney.
