Vocational Specialist 1 (NY HELPS)
About the Role
As a Vocational Specialist 1, you will serve as a member of a treatment team at an OCFS secure, limited secure, or non-secure treatment center for court-placed or committed youth.
Responsibilities
- Assess the vocational needs of individual youth.
- Develop and follow individual academic and career education plans.
- Provide job readiness instruction, including employment counseling services.
- Oversee development of youth portfolios (vocational folders).
- Supervise work-based learning programs.
- Assist in job development efforts.
- Supervise Vocational Instructors in implementing career education and employment training programs.

Qualifications
Open to the public under the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS):
- A bachelor’s degree and two years of experience working with students between the ages of 10 and 21 in one or more of the following areas:
- Teaching employment-related subjects, job readiness, or career awareness skills.
- Vocational assessment or employment counseling.
- Career exploration or conducting job searches.
- Supervising youth employment training programs.
- Coordinating structured school-to-work activities.
- OR a bachelor’s degree and one year of experience working with students between the ages of 10 and 21 in the areas listed above and one year of experience as a supervisor of teaching staff in a vocational shop program.
Qualifying experience includes roles such as:
- Career and Technical Teacher (Adolescent Education Grades 7-12) in vocational and trade-specific areas (e.g., vehicle mechanical repair, cosmetology/barbering, culinary careers, electrical).
- Adolescent Guidance Counselor.
- Vocational Counselor.

Additional Information
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, meaning no examination is required, but all candidates must meet the minimum qualifications. Agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission action to permanent non-competitive, and the official probationary period will begin. Within one year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status without having to compete in an examination. Employees will then be afforded the same rights and privileges as competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Background Investigation Requirements
- All prospective employees will undergo a Criminal Background Check (CBC), including State and federal Criminal History Record Checks.
- All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits.
- Prospective employees will be fingerprinted to obtain a record of their criminal history information and may be required to pay associated fees.
- All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR) and may be required to pay associated fees.
- For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees, a check against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs will be conducted. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from eligible lists if applicable.
