VIDEO PRODUCTION SPECIALIST / Emergency Appointment Fire

About the Role

The LA County Board of Supervisors has ratified a Proclamation of Local Emergency in response to windstorms and wildfires, including the Palisades and Eaton Fires. The Department of Public Works is seeking qualified candidates to fill emergency Video Production Specialist vacancies to assist in mobilizing resources and support for recovery and rebuilding efforts. Under the emergency order, applicants may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment based on a 100% weighted performance assessment.

Responsibilities

• Write, produce, and direct video productions for training and informational programs.
• Plan and develop video programs by transforming objectives into production ideas, determining format, approach, content, and presentation level within budget and time constraints.
• Convert production ideas into finished scripts, including outlines, storyboards, shot lists, dialog, and director’s instructions.
• Plan and schedule productions, including casting, crew, sets, props, wardrobes, and securing permits, consents, and releases.
• Direct and assist in fabricating sets, props, and wardrobes, and conduct site surveys for shooting logistics.
• Direct production crew, equipment, and cast in studio and on location to achieve quality training programs.
• Operate broadcast-quality video production equipment as a producer, director, or crew member.
• Operate Macintosh computers with word processing, communications, database, graphics, video editing, and special effects software.
• Direct the production of mediated materials, including audio tapes, video tapes, and self-paced instructional materials.
• Supervise the production of still photographs, graphic services, audio recording, mixing, editing, duplication, and video tape editing.
• Operate or supervise a wide variety of AV equipment, including cameras, video recorders, audio mixers, lighting, and projectors.
• Write, produce, and direct programs using computer graphics, sound, and imaging video images.
• Analyze scripts for clarity, effect, credibility, color, and psychological impact.
• Develop video animation for training presentations, including computing animation time, frames per second, and time coding.
• Evaluate, recommend, and support electronic equipment, hardware, and software for multi-media production.
• Create original designs and illustrations using sophisticated software for videos, presentations, brochures, posters, logos, and renderings.
• Study and recommend solutions to multi-media production challenges, such as budgeting, scheduling, cost-effectiveness, and deadlines.
• Coordinate projects, evaluate feasibility of contract services, and monitor performance and quality of outside vendors.
• Supervise staff in producing computerized graphics for multi-media use.
• Solicit and review evaluations from subject matter experts, trainers, media staff, and employees to improve video training programs.

Requirements

Applicants must meet one of the following options to qualify:

• Option I: A Bachelor’s degree from an accredited college in communications or a related field, and one year of experience within the last three years writing, producing, and directing training or informational programs using broadcast-level video technology.
• Option II: Completion of three years (90 semester units or 135 quarter units) in an accredited college, with 18 semester units or 27 quarter units in communications or a related field, and two years of experience within the last three years writing, producing, and directing training or informational programs using broadcast-level video technology. One additional year of experience may substitute for each year of college (30 semester units or 45 quarter units).

Examples of related fields include Journalism, Broadcasting, Radio and Television, Telecommunications, Media Studies, Digital Media, and Communication Technologies.

Desirable Qualifications

• Proficient in Vyond, Apple Final Cut Pro, Adobe Premiere Pro, Adobe After Effects, Adobe Illustrator, Adobe Photoshop, Adobe Acrobat DC, Adobe Camera Raw, Adobe Light Room, and Adobe Animate (defined as five or more years of experience using the specified software).

License

A valid California Class C Driver License or the ability to utilize an alternative method of transportation to carry out job-related essential functions is required.

Physical Requirements

Physical Class 2 - Light: This role involves administrative and clerical tasks requiring light physical effort, including occasional light lifting up to 10 pounds, some bending, stooping, or squatting, and considerable ambulation.
