About the role

The Federal Bureau of Investigation (FBI) is seeking to hire Victim Specialists for non-Indian country locations. Relocation may be required. Victim Specialists assist individuals who have suffered direct physical, emotional, or financial harm as a result of being identified as a victim of a federal crime. Services are provided in a wide range of violations, including but not limited to violent crime, civil rights violations, cybercrime, and white-collar crime.

Victim Specialists provide information on victimization, crime prevention, legal rights and protections, the criminal justice process, and referrals for services. Services may include crisis intervention, safety planning, basic needs assessments, emergency needs identification, and empowering victims to make informed choices.

Locations for this role include San Francisco, CA; Concord, CA; Fortuna, CA; Monterey Bay, CA; Oakland, CA; Palo Alto, CA; San Jose, CA; and Santa Rosa, CA. Applicants may select up to three location preferences when applying.

Responsibilities

• Provide direct assistance services to victims of violent crime, including crisis intervention, safety planning, and needs assessments.
• Develop and implement action plans for immediate and ongoing victim services based on individual needs.
• Ensure FBI adherence to the Attorney General Guidelines and adoption of best practices for victim assistance.
• Maintain involvement with local agencies through outreach or membership on multidisciplinary teams to support federal crime victims.
• Develop and deliver trainings and presentations on victim concerns to federal, state, local, tribal, and territorial law enforcement, as well as health, social services, schools, and advocacy organizations.
• Collaborate with law enforcement, prosecutorial, and victim services agencies to provide resources and support to victims.
• Respond to crime scenes and agencies providing victim assistance, often requiring long hours and repeated exposure to trauma.
• Be available on call 24/7, including after-hours and weekends, to respond to victim needs.

Requirements

• Must be a U.S. citizen.
• Must have (or be able to obtain) a valid driver’s license.
• Must be able to obtain a Top Secret-SCI clearance.
• Travel is required for victim assistance, special deployments, and conferences/training.
• Selective Placement Factor: Minimum of 3 years of full-time work experience providing direct services to victims of violent crimes, severe trauma, acts of terrorism, or fraud.

Qualifications

Applicants must meet the following qualifications by the closing date of the announcement:

• Basic Requirement:
  • Bachelor’s degree (or higher) in behavioral or social science, or a related field such as Criminal Justice, Social Work, Counseling, Human Services, Psychology, Sociology, Victimology, or Gender and Women Studies.
  • OR a combination of education and experience that provided equivalent knowledge of behavioral or social sciences.
  • OR four years of appropriate experience demonstrating equivalent knowledge of behavioral or social sciences.
• Specialized Experience:
  • GS-11: At least one year of specialized experience equivalent to the GS-9 grade level, including collaborating within a law enforcement, prosecutorial, or victim services agency to provide crisis intervention resources to victims of violent crime.
  • GS-12: At least one year of specialized experience equivalent to the GS-11 grade level, including:
    • Collaborating within a law enforcement, prosecutorial, or victim services agency to provide crisis intervention resources to victims of violent crime.
    • Maintaining relationships with local, state, and federal agencies and victim assistance organizations to ensure adequate emergency resources and partner engagement.
    • Assisting with the development and implementation of educational or training activities related to victims of crime.
• Education Substitution:
  • GS-11: Education may substitute for specialized experience if the applicant has a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree in a related field.
  • GS-12: Education may not substitute for specialized experience.
• Foreign education may be used if it is comparable to that received in an accredited U.S. educational institution.

Pay

• GS-11: $93,358.00 - $121,371.00 per year
• GS-12: $111,896.00 - $145,468.00 per year

Selectees may be eligible for a recruitment incentive of up to 20% or, for eligible current federal employees, a relocation incentive of up to 20%. Eligibility for relocation incentives requires a change of residence and assignment to a worksite at least 50 miles from the prior worksite. Employees must sign a written service agreement to complete a specified period of employment at the new duty station. Recruitment and relocation incentives cannot be combined.

Schedule

• Full-time, permanent position.
• Working hours vary based on division needs.
• On-call availability is required, including after-hours and weekends.
