About the Role

The Federal Bureau of Investigation (FBI) is seeking to hire Victim Specialists for non-Indian country locations. Relocation may be required. Victim Specialists assist individuals who have suffered direct physical, emotional, or financial harm as a result of being identified as a victim of a federal crime. Services are provided for a wide range of violations, including but not limited to violent crimes, civil rights violations, cybercrimes, and white-collar crimes.

Victim Specialists provide information on victimization, crime prevention, legal rights and protections, the criminal justice process, and referrals for services. Services may include crisis intervention, safety planning, basic needs assessments, emergency needs identification, and empowering victims to make informed choices.

Locations for this role include: San Francisco, CA; Concord, CA; Fortuna, CA; Monterey Bay, CA; Oakland, CA; Palo Alto, CA; San Jose, CA; Santa Rosa, CA. Applicants may select up to 3 location preferences when applying.

Responsibilities

  • Provide direct assistance services to victims of violent crimes, including crisis intervention, safety planning, and needs assessments.
  • Develop action plans for immediate and ongoing services based on victim needs.
  • Ensure FBI adherence to the Attorney General Guidelines and adoption of best practices for victim assistance.
  • Maintain involvement with local agencies that provide services to federal crime victims through outreach or membership on multidisciplinary teams.
  • Develop and implement trainings and presentations related to victim concerns for federal, state, local, tribal, and territorial law enforcement agencies, as well as health, social services, schools, and advocacy organizations.
  • Collaborate with law enforcement, prosecutorial, or victim services agencies to provide resources and support to victims.
  • Respond to crime scenes and agencies providing victim assistance, often requiring long hours and repeated exposure to trauma.
  • Be available on-call 24/7, including after-hours and weekends, to respond to victim needs.

Requirements

  • Must be a U.S. citizen.
  • Must have (or be able to obtain) a valid driver’s license.
  • Must be able to obtain a Top Secret-SCI clearance.
  • Travel will be required for victim assistance, special deployments, and/or conferences/training.
  • Selective Placement Factor: Minimum of 3 years of full-time work experience providing direct services to victims of violent crimes, severe trauma, acts of terrorism, and fraud.

Qualifications

Applicants must meet the following qualifications by the closing date of the announcement. Specialized experience and education will be evaluated based on the FBI’s Candidate Rating Procedures.

Basic Requirement

  • Bachelor’s degree (or higher) in behavioral or social science, or a discipline related to the victim assistance field, including but not limited to: Criminal Justice, Social Work, Counseling, Human Services, Psychology, Sociology, Victimology, or Gender and Women Studies.
  • Combination of education and experience that provided knowledge equivalent to a major in the field.
  • Four years of appropriate experience demonstrating knowledge equivalent to a major in the field.

Specialized Experience

  • GS-11: At least one year of specialized experience equivalent to the GS-9 grade level, including collaborating within a law enforcement, prosecutorial, or victim services agency to provide crisis intervention resources to victims of violent crimes.
  • GS-12: At least one year of specialized experience equivalent to the GS-11 grade level, including:
    • Collaborating within a law enforcement, prosecutorial, or victim services agency to provide crisis intervention resources to victims of violent crimes.
    • Maintaining relationships with local, state, and federal agencies and victim assistance organizations to ensure adequate emergency resources and partner engagement.
    • Assisting with the development and implementation of educational or training activities related to victims of crime.

Education Substitution

  • GS-11: Education may substitute for specialized experience if the applicant has a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in a relevant field.
  • GS-12: Education may not substitute for specialized experience at this grade level.

Foreign education may be used if it is comparable to that received in an accredited U.S. educational institution.

Physical Demands and Work Environment

  • The work is generally sedentary but may involve driving short and long distances, standing for extended periods, and working at crime scenes.
  • Work may involve dealing with highly emotional or angry individuals.
  • Work environment includes office settings, crime scenes, and agencies providing victim assistance, often requiring long hours and repeated exposure to trauma.
  • On-call availability 24/7, including after-hours and weekends, is required.

Pay

  • GS-11: $93,358.00 - $121,371.00 per year.
  • GS-12: $111,896.00 - $145,468.00 per year.

Selectees may be eligible for a recruitment incentive of up to 20%, or for eligible current federal employees, a relocation incentive of up to 20%. Eligibility for relocation incentives requires a change of residence and assignment to a worksite at least 50 miles from the prior worksite. Employees must sign a written service agreement to complete a specified period of employment at the new duty station. Recruitment and relocation incentives cannot be combined.

As of July 1, 2013, employees under a Relocation Incentive Continuing Service Agreement (CSA) who fail to complete one year in the assignment or accept a new position resulting in leaving their current division prior to the CSA conclusion date will be liable for the prorated value of the broken agreement.
