About the role

Reporting to the Chief Digital and Information Officer (CDIO), the Vice President, Technology Shared Services is responsible for shaping and executing the enterprise strategy for Information Technology Project and Portfolio Management (PPM), Quality Engineering (QE), Business Systems Analysis (BSA), and User Acceptance Testing (UAT). Serving as a key member of the IT Executive Leadership team, this role ensures technology shared services are aligned to organizational strategy, operational priorities, and regulatory requirements. This leader develops multi-year roadmaps, drives governance and investment decisions, optimizes resource and capacity planning, ensures best practice across IT delivery disciplines, and partners closely with business and clinical leaders to accelerate delivery of high-quality technology solutions that support IEHP’s mission.

Responsibilities

  • Shape and execute the enterprise strategy for IT Shared Services (PPM, QE, BSA, UAT).
  • Develop multi-year roadmaps and drive governance and investment decisions.
  • Optimize resource and capacity planning.
  • Ensure best practices across IT delivery disciplines.
  • Partner with business and clinical leaders to deliver high-quality technology solutions.
  • Lead large transformation initiatives and manage a diverse workforce in a matrixed organization.
  • Execute technology strategies and achieve business outcomes.
  • Oversee technology procurement, contract negotiation, SLA design, and vendor risk assessment.
  • Drive process improvements and champion best practices and architectural principles.
  • Manage executive stakeholder relationships and influence strategic alignment.

Requirements

  • A minimum of fifteen (15) years of relevant progressive experience leading IT Shared Services functions.
  • A minimum of ten (10) years in leadership roles with a successful track record of leading large transformation initiatives.
  • Experience with leading IT Shared Services functions in a healthcare payer organization.
  • Proven track record of executing technology strategies and achieving business outcomes.
  • Master’s degree from an accredited institution.
  • Valid California Driver’s license.

  • Extensive knowledge and in-depth understanding of:
    • Health plan operations, business process application, and backend technical operations.
    • Large-scale system implementations and processes.
    • Technology portfolio governance best practices.
    • The interaction of organizational strategy, resources, financial goals, and prioritization techniques.
    • Technology procurement, contract negotiation, SLA design, and vendor risk assessment.
    • Technology adoption and risk management frameworks.
  • Advanced skills in:
    • Strategic planning and multi-year technology road mapping.
    • Executive stakeholder management and influence.
    • Leadership, including developing and communicating objectives, inspiring and motivating staff, and maintaining alignment with strategy.
    • Outstanding written and oral communication, including explaining goals and objectives to business, technical teams, and leadership.
    • Driving changes through process improvement.
  • Proven ability to:
    • Be highly organized and balance multiple projects while meeting deadlines.
    • Work independently and develop concepts into operations while leading multiple teams.
    • Champion the value of best practices and architectural principles to all stakeholders.
    • Be solution-oriented, anticipating needs and driving action.
    • Demonstrate excellent critical thinking with strong attention to detail while seeing the bigger picture.
    • Show empathy and adapt interaction styles to match diverse business and technical audiences, temperaments, and personalities.

$246,355.20 USD Annually - $344,905.60 USD Annually
