Veterans Claims Examiner (Training and Quality Specialist) – PD#42194A. This is a full-performance, non-virtual position located at the official duty station; situational (ad-hoc) telework may be approved on a case-by-case basis with supervisory approval.

Responsibilities

• Serves as the training coordinator for production employees in the Education Division.
• Plans, develops, directs, and conducts training programs.
• Performs quality reviews for production employees to determine individual quality levels for performance standards.
• Conducts specialized reviews for cases to determine the accuracy of claims actions taken, single signature proficiency, and error trends.
• Prepares national quality reports and provides feedback to appropriate officials.
• Provides training assessments to employees and managers detailing strengths, weaknesses, and ways to improve performance.
• Serves as a technical advisor to management.
• Develops solutions to claims processing challenges.
• Ensures all program requirements imposed by Education Service, VA, or other entities are met or implemented appropriately.
• Communicates effectively in person, via phone, or electronically with employees, supervisors, claimants, and stakeholders; resolves issues independently.

Requirements

• Must be a U.S. Citizen.
• Selective Service Registration is required for males born after 12/31/1959.
• Subject to a background/security investigation.
• Must serve a 1-year probationary period; continued employment beyond probation requires written certification that employment advances the public interest.
• Selected applicants will complete an online onboarding process and must present acceptable identification (REAL ID compliant as of May 7, 2025).
• Physical requirements: primarily sedentary work with some standing, walking, bending, and light lifting; extensive computer use; must possess emotional stability and maturity to handle stressful situations.

Qualifications

To qualify for this GS-12 position, applicants must meet all requirements by the closing date of 08/14/2026.

• Time-in-Grade Requirement: Current Federal employees must have served 52 weeks at the GS-11 level within the past 52 weeks.
• Specialized Experience: One year of specialized experience equivalent to the GS-11 level, defined as experience authorizing education claims requiring research, interpretation, and application of regulations or guidelines, and sharing that information with others.
• No education substitution is available for the GS-12 grade level.
• Volunteer experience (paid or unpaid) may be credited if it involved relevant competencies, knowledge, or skills.
• Part-time experience is credited on a pro-rated basis; specify average hours worked per week in your resume.

Schedule

• Monday – Friday, with hours determined between 6:00 AM and 6:00 PM CST.
• Compressed/flexible schedules are available.
• Telework: Eligible for situational (ad-hoc) telework only; must report to the official duty station each scheduled workday.
