About the role

The Value Based Care and Payment Programs Director is the lead staff coordinating APCA's role in, and management of, the Medicare Shared Savings Program (MSSP), as well as any other Value Based Care programs APCA develops. This role supports development, implementation, evaluation, and continuous improvement of value-based care programs and activities. This position works with external stakeholders, contractors, health center leaders and staff, and APCA staff for program implementation and compliance. The ACO is comprised of Alaska federally qualified health centers (FQHCs) working towards shared savings.

Responsibilities

  • Provide oversight and management of Value Based Care (VBC) programs:
    • Work closely with the CEO & CPO and VBC stakeholders on strategic planning, reporting tools, and implementation of strategic priorities.
    • Drive the VBC programs’ vision and cultivate strong relationships with all stakeholders.
    • Lead development and implementation of the VBC business plan and strategies to achieve goals.
    • Oversee administration of VBC programs in compliance with funding, legal, and regulatory requirements.
    • Collaborate with APCA teams to support VBC development and improvement of clinical and operational metrics.
    • Develop systems and processes to support clinical excellence, performance management, and managed care contracting.
    • Represent VBC programs in public forums and build local relationships with business coalitions and community organizations.
    • Oversee launch, implementation, and evaluation of VBC programs and alternative payment models (e.g., Medicaid, CMS's Medicare Shared Savings Program, bundled payments, commercial insurance).
    • Use evaluation results to recommend program improvements.
    • Model financial impact of value-based programs with stakeholders.
    • Create a best-practice learning environment to improve clinical quality, data systems, and workflows.
    • Prepare for, coordinate, and follow up on Board, Committee, and Annual Meetings, including agenda and materials development.
    • Serve as primary liaison with VBC administrative and program services contractors to manage day-to-day requirements, including master services agreements (MSA).
    • Oversee day-to-day work and progress of VBC contractors.
    • Ensure compliance with reporting requirements and coordinate with APCA leadership on reports.
    • Analyze performance to meet VBC objectives, strengthen results, and improve or end low-performing initiatives.
  • Provide oversight and management of VBC activities with payers and external partners:
    • Lead communication with payers and partners.
    • Analyze and monitor utilization, costs, quality of care, and compliance with payer contracts.
    • Serve as primary liaison with payers to support VBC contracting goals, including managing provider relations requirements.
    • Serve as primary liaison with HIT and data partners/vendors to support data programs and manage day-to-day functions.
    • Maintain positive business relationships to retain payers, participants, vendors, and stakeholders.
  • Lead participant relations functions:
    • Conduct regular communication and visits with VBC-participating health centers to engage in dialogue, resolve problems, and ensure compliance.
    • Curate, design, and deliver VBC content, resources, and tools to improve health centers’ readiness.
  • Program development and management:
    • Procure and manage contracts for VBC program delivery or special projects.
    • Research, identify, and pursue grant and funding opportunities; write proposals and reports.
    • Develop and manage grant projects and project budgets.
    • Oversee implementation, tracking, and reporting on project work plans.

Requirements

  • Undergraduate degree from an accredited college or university.
  • At least 5 years of leadership experience in healthcare administration, quality improvement, population health, or related fields.
  • At least 5 years’ experience with program development, grant writing, and program management.
  • Knowledge of Value Based Care frameworks and Federally Qualified Health Centers (FQHCs).
  • Experience managing multiple, large-scale, complex projects.
  • Strong skills in developing and implementing operating plans and analyzing financial and quality data.
  • In-depth knowledge of the healthcare industry.
  • Strong oral, written, and conflict management communication skills.
  • Demonstrated ability to manage provider relations.
  • Ability to manage complex functions and sensitive/confidential matters.

Preferred Qualifications

  • Master’s degree in business administration, health administration, or related field.
  • 10 years of relevant experience, including executive leadership, program management, public health, or FQHC operations.
  • Experience with Alaska’s healthcare sector.

Supervisory Relationship

Works under the direct supervision of the Chief Program Officer. Performance is assessed through work review, integration, cooperation, communication, and quality/timeliness of deliverables.

Language Skills

Fluency in written and spoken English required. Superior written and oral communication skills.

Travel

In-city travel by personal vehicle for meetings, tasks, and errands as needed. In-state and occasional out-of-state travel may occur. Mileage is reimbursed per APCA policy.

Schedule

This is a full-time position, 30-40 hours/week. Generally, hours are 8:00 a.m. to 5:00 p.m.

Work Environment

Duties are generally performed in an office setting with travel throughout the local area, the state of Alaska, and the Lower 48 as needed.
