Description

The Utility Locator / Dig Safe Technician is responsible for performing underground utility locating services for Town-owned infrastructure, including fiber, electric, sewer, water, and drainage systems. The employee performs field locates, utility marking, documentation, GIS updates, and emergency response work in all weather conditions. The position requires timely response to Dig Safe tickets in accordance with applicable laws and regulations and availability for after-hours and weekend emergency call-outs as required. The employee is required to perform all similar or related duties.

Examples of Duties

  • Respond to and complete Dig Safe tickets within legally required timeframes.
  • Locate and mark Town-owned underground utilities using electromagnetic locating equipment and other approved methods.
  • Interpret utility maps, as-built plans, and GIS data to determine approximate utility locations.
  • Operate and maintain utility locating equipment, GPS units, tablets, and related field technology.
  • Utilize GIS software to document, update, and verify utility infrastructure data.
  • Maintain accurate location records, sketches, and digital documentation.
  • Cookordination with contractors, residents, utility companies, and internal departments.
  • Participate in emergency response operations, including after-hours and weekend call-outs (overtime eligible).
  • Assist in maintaining and improving mapping accuracy of Town systems.
  • Assist in the record keeping of private connections to the Town's water, sewer, and stormwater systems.
  • Assist in the filing and archiving of plans and records of recently completed and existing infrastructure improvement.
  • Follow all applicable safety regulations and OSHA standards.
  • Perform other related duties as assigned.

Qualifications

  • Education and Experience: High School Diploma or GED required. Minimum of two (2) years of experience in underground utility locating, construction, public works, or a related field; or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the position.
  • Special Requirements: Valid Massachusetts Class D Motor Vehicle Driver’s License required. Working knowledge of Massachusetts Dig Safe laws and regulations required. Experience with Electromagnetic locating equipment; GPS data collection equipment; GIS software (ESRI/ArcGIS); and tablets and digital reporting systems preferred.

Supplemental Information

  • Knowledge: Thorough knowledge of underground utility systems, including water, sewer, drainage, electric, traffic signal and fiber infrastructure. Working knowledge of Massachusetts Dig Safe laws and regulations, safe excavation practices, and applicable OSHA safety standards. Knowledge of utility locating methods and equipment, including electromagnetic locating devices, GPS data collection equipment, and GIS software, with ESRI/ArcGIS experience preferred. Knowledge of utility maps, as-built plans, and engineering drawings and the ability to interpret such documents accurately in the field.
  • Abilities: Ability to read and interpret utility plans, engineering drawings, maps, and GIS data to determine approximate utility locations. Ability to work independently with minimal supervision and exercise sound judgment in prioritizing workload to meet statutory deadlines and emergency response demands. Ability to communicate effectively and professionally with contractors, residents, utility companies, Town departments, and the general public. Ability to maintain accurate records and digital documentation and to adapt to changing field conditions and operational priorities.
  • Skills: Proficient in the operation and maintenance of electromagnetic locating equipment, GPS data collection devices, tablets, and digital reporting systems. Proficient computer and technology skills, including GIS software and electronic recordkeeping systems. Strong written and oral communication skills, customer service skills, and organizational skills. Ability to accurately document and report utility location information in both written and digital formats.
