Utility Engineer - Infra
About the Role
The Utility (Mechanical) Engineer is responsible for planning, designing, and managing all mechanical facilities that support utility equipment, temperature conditions, pressure, power, and clean/dry room environments required for processing or manufacturing raw materials. This includes installation, operation, maintenance, repair, removal, and disposal of facilities such as HVAC equipment, Clean Room/Dry Room systems, Steam Systems, Chilled Water and Cooling Water Systems, NMP Recovery, Hot Oil Boilers, A/C towers, Scrubbers, Pipeline Systems, N2 gas, wastewater systems, valves, and other utility-related systems.
The role involves energy-saving initiatives through effective management and efficiency improvements. The engineer will collaborate with SHE engineers, equipment engineers, control engineers, production engineers, planners, managers, customers, vendors, and the local community to resolve complex utility-related issues. Leadership is required to guide utility supervisors, operators, subcontractors, vendors, and manufacturers. Some off-hours call-in duty may be necessary.
Responsibilities
- Maintenance Planning/Management
- Establish and manage annual maintenance/repair plans and budgets
- Request renovations and issue purchase orders (P/O)
- Manage maintenance and repair performance
- Investment Planning/Management
- Establish and manage annual investment plans and budgets
- Review facility investment techniques
- Review construction drawings and make simple modifications (e.g., P&ID)
- Write specifications for repairs and new construction, including public-use construction documents
- Request quotations for new facilities and issue construction purchase orders (P/O)
- Manage facility investment performance
- Facility Inspection and Technical Support
- Review and repair facilities based on system requests
- Develop, manage, and revise facility operation manuals
- Conduct daily, monthly, quarterly, and yearly facility inspections
- Identify causes of facility abnormalities and review technical solutions
- Prepare abnormality reports to manage historical data
- Plan and optimize operation efficiency
- Manage piping systems (air, water supply, etc.)
- Energy Saving Planning and Performance Management
- Analyze energy usage trends by equipment
- Identify energy-saving potential for each piece of equipment
- Manage monthly energy-saving performance (operating time applied)
- Government Relations
- Respond to regular court inspections of mechanical facilities
- Ensure facilities comply with local laws and regulations
- Conduct operational safety inspections (PSV/safety valves, pressure vessels, static pressure)
- Audit Preparation & Response
- Create and manage facility documents required for PSM/ISO
- Implement measures to improve facilities and correct non-conformities identified by PSM/ISO
- Construction Management/Supervising
- Supervise mechanical facility construction (repairs, extensions, or production line changes)
- Request purchase of facility parts
- Issue purchase orders for construction materials
- Inspect materials
- Emergency Planning & Response
- Plan and execute emergency trainings for natural disasters, power outages, and hazardous substance releases
- Perform other tasks as assigned
Requirements
- Education: Bachelor’s degree in Mechanical Engineering, Chemical Engineering, Industrial Engineering, or equivalent
- Experience: At least 3–5 years of relevant experience in EV battery, auto parts, automobile industry, or similar manufacturing in electric or chemical components
- Qualifications/Certifications/Licenses:
- (Preferred) Steam boiler or PE-related certification
- Language Skills: Working proficiency in English (verbal and written)
- Computer Skills:
- Advanced proficiency in Microsoft Office (Excel, Word, PowerPoint)
- (Preferred) Proficiency with AutoCAD or similar programs (reading and drawing)
Work Environment & Demands
- Physical & Mental Demands:
- Office: Must wear company-provided uniform
- Production site: Must wear company-provided uniform and PPE (safety shoes, helmet, glasses/goggles, portable gas measuring device)
- Clean room/dry room: Must wear dust-proof suit, shoes, gloves, and hat
- A/C tower: Must wear dust-proof mask
- Exposure to NMP/hot oil: Must additionally wear gas mask, dust-proof mask, and chemical-resistant clothing
- Work Environment:
- Usual office environment
- Production/construction site risks:
- Noise: Above 90dB in compressor room
- High temperature: 104–122°F in boiler room, machine room, vacuum pump room
- Potential exposure to hazardous materials (heating medium oil, NMP, water treatment chemicals, lubricating oils)
