About the role
The Utilities Engineer oversees the planning, design, construction, and maintenance of the water, wastewater, and stormwater systems, ensuring compliance with local, state, and federal regulations. They also supervise department personnel and manage construction projects.
Responsibilities
- Oversees planning, design, and construction of water, wastewater, and stormwater systems including mains, pump stations, storage tanks, inlets, and other components of the infrastructure.
- Evaluates the need for system expansion, rehabilitation, and elimination.
- Optimizes treatment processes at water and wastewater treatment plants, improving efficiencies and minimizing costs.
- Designs water, wastewater, and stormwater systems infrastructure and components.
- Performs topographic field surveys and prepares plans and specifications for official approval.
- Certifies in-house designs for permitting purposes with the state of Indiana.
- Provides technical assistance to construction crews and oversees construction activities.
- Reviews professional engineering designs for system expansion, ensuring compatibility with existing and future systems and compliance with regulations.
- Manages water distribution modeling for network system expansion and reviews modeling data for systems expansion.
- Signs and approves Indiana Department of Environmental Management applications for water distribution system expansion.
- Reviews wastewater and stormwater models for determining system capacity and ensures compatibility with existing and future requirements.
- Supervises and directs department personnel, including hiring, training, directing, and evaluating work assignments.
- Hires consultants and contractors, prepares and reviews bid documents, and recommends approval to the Utilities Service Board or Director.
- Manages the construction of water, wastewater, and stormwater systems projects, including technical assistance, approval of change orders, and approval of invoices for payment.
- Investigates water, wastewater, and stormwater systems complaints from citizens and initiates appropriate action to solve valid complaints.
Requirements
- Minimum education: Bachelor's degree in civil engineering or related field, or equivalent combination of education and experience.
- Minimum experience: Three years of relevant work and/or education experience.
- Professional Engineer certification in the State of Indiana.
- Knowledge of water, wastewater, and stormwater engineering, construction, and maintenance.
- Ability to effectively supervise, direct, and evaluate the work of others.
- Ability to effectively manage the work of outside consultants and contractors.
- Ability to use computer for water, wastewater, and stormwater network calculations, word processing, spreadsheets, database management, GIS, computer-aided drafting, and other job-related software.
- Ability to legally drive a motor vehicle.
