Position Overview
The Senior International Capability Development Subject Matter Expert (SME) provides expert advisory and analytical support to the J3 International (J3-I) Interoperability Branch at U.S. Special Operations Command (USSOCOM).
Key Responsibilities
- Facilitate, coordinate, and conduct research to develop feasible solutions and options that produce quantifiable improvements in PN SOF interoperability with U.S. SOF, in accordance with existing security cooperation guidelines.
- Conduct research, collect and analyze data on PN SOF capabilities and gaps; draft and maintain a comprehensive SOF capability profile for each partner nation assigned to J3-I and for all USSOCOM SOLO-covered nations.
- Draft and maintain interoperability roadmaps for each assigned PN, tracking progress toward SOF Commander-defined interoperability objectives and informing J3-I investment and engagement decisions.
- Cook PN SOF participation in and inputs to key DoD interoperability programs, including Joint Staff J6 Bold Quest, DISA’s Coalition Interoperability Assurance Validation (CIAV), and the Mission Partner Environment Working Group (MPEWG).
- Coordinate PN SOF participation in pre-mission training for ongoing operations and support PN attendance at U.S. exercises and training events in alignment with established training objectives and interoperability roadmaps.
- Support PN efforts to align their SOF acquisition programs with U.S. security cooperation and assistance mechanisms; maintain tracking of all USSOCOM PN SOF security cooperation activities and cases.
- Draft plans for and support TSOC efforts to develop SOF-related defense institutions within J3-I partner nation countries, and develop planning products to track USSOCOM and SOF Component exercises and pre-mission training opportunities for A/PN participation.
- Perform the duties and responsibilities of a Foreign Disclosure Representative (FDR) for assigned PN personnel, ensuring compliance with applicable disclosure policies and information exchange frameworks.
- Perform close-out and escort duties in accordance with the Division’s Security Procedures.
Requirements & Qualifications
- Education: Bachelor’s degree in International Relations or a related field from an accredited university.
- Experience: Minimum 15 years of combined military SOF and regional experience conducting special operations in joint, combined, and interagency environments.
- Knowledge, Skills & Abilities: Deep understanding of U.S. security cooperation frameworks, foreign military sales (FMS), and assistance mechanisms that govern PN SOF capability development and acquisition alignment.
- Additional Requirements: Ability to travel domestically and internationally in support of interoperability programs, exercises, and partner nation engagements. Must be identifiable as a contractor at all times during the performance of contract duties.
