This is a firm-fixed-price purchase order set-aside 100% for small businesses under NAICS code 238220 – Plumbing, Heating, and Air-Conditioning Contractors.

Project Summary

The U.S. Coast Guard requires services to repair multiple fire alarm and sprinkler systems across various buildings at USCG Air Station Port Angeles, WA. Existing systems have deficiencies that compromise operational readiness, including inoperable gongs, broken valves, obstructed access points, and gauges requiring replacement.

Amendments issued on August 4 and July 31, 2026, provide additional panel information, extend the proposal deadline to August 7, 2026, at 3:00 PM PDT, and require offerors to acknowledge receipt of amendments by signing and returning the SF-30 with their proposal.

Scope of Work

The contractor shall provide all labor, equipment, material, transportation, supervision, and services necessary to complete the following major tasks:

• Systems Troubleshooting
• Replacement of Fire Pumps
• Repair/Maintenance of all Wet Sprinkler Systems
• Installation of supervisory or breakaway locks as required
• Final Performance Verification of all new and repaired components
• Site Cleanup

Site Visit

A site visit is scheduled for July 22, 2026, at 10:00 AM Pacific Time. Interested offerors must RSVP by emailing Alec MacLeod at Alexander.J.MacLeod@uscg.mil no later than July 20, 2026. Offerors are encouraged to attend to provide an accurate and competitive quote.

Submission Requirements

Quotes must be submitted electronically to lyndon.c.wolfe@uscg.mil by August 7, 2026, at 3:00 PM PDT. A complete submission consists of the following:

• Part 1: SF 1449 – Completed and signed Standard Form 1449 with the total firm-fixed-price bid.
• Part 2: Price Quotation – A detailed one-page price breakdown separating costs for major tasks (e.g., troubleshooting, fire pump replacement, sprinkler repairs, installation, verification, cleanup, labor hours, and wages).
• Part 3: Technical Proposal – A two-page maximum narrative (excluding pricing) demonstrating understanding and ability to meet the Statement of Work (SOW), including:
  • Technical Approach – Step-by-step description of work, including mobilization, inspection, and repair of systems.
  • List of Major Materials and Equipment – Key materials and equipment proposed, including technician/firm certifications, test instruments, and calibration certificates.
  • Project Schedule – High-level timeline starting from the Notice to Award (NTA) with major milestones (e.g., "Inspection Complete: Day 3," "Repairs Complete: Day 6," "Final Testing: Day 9") and a completion date of October 9, 2026.

Extraneous documents (e.g., marketing materials, company brochures) will not be evaluated and may disqualify the submission. Incomplete submissions may be deemed unresponsive.

Evaluation Criteria

The government will award to the lowest-priced, technically acceptable (LPTA) quote. Quotes deemed incomplete, unreasonable, or unrealistic will not be considered. Prospective contractors must be registered in the System for Award Management (SAM) prior to award (www.sam.gov).
