Urban Renewal District Administrator

This position supports and administers the South Billings Boulevard Urban Renewal District (SBBURD), East Billings Urban Renewal District (EBURD), and Downtown Urban Renewal District (Downtown URD) in accordance with adopted district urban renewal plans, City policy, and state law. The role coordinates with three City-contracted entities and provides staff support and oversight for three City-appointed Advisory Committees.

Responsibilities

• Provide staff support to the three Urban Renewal District Advisory Committees, including establishing meeting schedules, preparing agendas and legal notices, coordinating minutes, and managing committee membership and vacancies.
• Attend all committee meetings and coordinate annual committee reports to City Council.
• Maintain the City webpage for district and TIF information, including meeting details, urban renewal district explanations, and links to partner webpages (BIRDworks, SBURA, DBP).
• Participate in Planning Division customer counter duty coverage and development application meetings.
• Monitor and track zone changes, subdivisions, residential and commercial development activity, planning studies, and transportation plans related to the districts.
• Provide information to elected officials and community groups on district and project activity as requested.
• Participate in the annual budget process, monitor district budgets, and provide reports to Advisory Committees.
• Review and process TIF project award reimbursements, ensure financial tracking, and verify funding source requirements are met for TIF projects.
• Work with City departments and Finance on prioritizing and including TIF-funded infrastructure projects in the City’s Capital Improvement Plan.
• Collaborate with District Representatives and City staff to research and pursue alternative funding sources for development projects.
• Review TIF fund expenditure applications, present recommendations to Advisory Committees and City Council, and prepare draft Development Agreements (DAs).
• Coordinate Council approval for contracts with firms/vendors for district projects (e.g., new district formation, expansion).
• Develop and maintain professional contacts through community involvement and participation in local, regional, and national redevelopment organizations.
• Communicate with Advisory Committees, District Representatives, City staff, and City Council via personal contact, emails, phone calls, and the City website.
• Promote and coordinate City-approved activities to enhance understanding of urban renewal and district activities through events and media relations.
• Stay current with Montana Tax Increment Finance laws and participate in City discussions for MT Legislative Sessions.
• Attend approved training and conferences related to urban redevelopment and participate in required City personnel training.
• Perform other duties as assigned.

Requirements

• Four-year degree from an accredited college or university in economic development, community revitalization, urban/rural planning, or a related field.
• At least five (5) years of related work experience in government or private sector community revitalization, economic development, or community planning.
• Progressively responsible planning experience (five years) may substitute for the required degree.

Pay

Salary range: $82,941.71 – $86,389.82 per year (Step 1 and Step 2 of a 7-step pay scale). Salary depends on the applicant’s education, experience, and training.

Schedule

Monday through Friday, 8 hours per day.
