About the role

This position serves as a vital part of the VA Police Services, often serving as the face of the VA and as the first person a Veteran or visitor encounters when entering a VA facility. The incumbent provides security and assistance to Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequently visit VA facilities daily.

Responsibilities

  • Ensures compliance with law enforcement policies designed to ensure the preservation of the public peace, the protection of life and property, and the prevention of crime.
  • Skilled in applying analytical and evaluative methods and techniques in implementing policy and program requirements.
  • Analyzes data to detect unsatisfactory trends or weaknesses in the law enforcement and security program.
  • Provides guidance on interpretation and implementation of new and revised policies, regulations, and procedures pertaining to law enforcement.
  • Assures compliance of police operations with appropriate requirements and develops strategies for improving police functions.
  • Participates in work groups, committees, and task forces in the research, collection, and reporting of compliance data.
  • Develops trend reports as they relate to data analyzed and develops recommendations for implementation.
  • Plans, designs, and implements an overall risk management process for the organization, including analysis of the financial impact when risks occur.
  • Adapts existing analytical methods and techniques to specific issues and develops new approaches to resolve complex productivity problems and issues.
  • Provides recommendations in the development and periodic updating of local law enforcement and security policy.
  • Serves as the local facility lead for the development of law enforcement and security policy.
  • Participates in short- and long-range strategic planning designed to incorporate improvements and lessons learned into program operations.
  • Develops and revises implementing procedures to improve the effectiveness and efficiency of police operations.
  • Serves as the local liaison with other agencies conducting audits of law enforcement and security programs.
  • Manages all audit findings by monitoring corrective actions, reviewing recommendations for corrective actions, and ensuring deadlines are met.
  • Audits work practices, providing guidance and recommendations, and presents findings and corrective actions.
  • Briefs management on the results of audits or reviews, highlighting any unsatisfactory trends or conditions.
  • Establishes study methods and techniques to be used in complex studies and audits of police operations.
  • Manages the local Police department's accreditation process and maintains accreditation files.
  • Revises department policy and procedures manuals and catalogs to ensure standard operating procedures are reliable and up-to-date.
  • Develops, writes, revises, and manages the Police Service catalog of policies and forms to meet accreditation standards.
  • Maintains special revenues budget, contracts, and fees associated with accreditation.
  • Employs advanced qualitative and quantitative techniques to improve the efficiency of internal administrative operations, organizations, or management.
  • Responds to highly dangerous and active crimes in progress and makes independent decisions to take/direct/coordinate immediate steps to preserve life and property.
  • Advises individuals of their (Miranda, Weingarten, Garrity, etc.) rights and protects the constitutional and civil rights of persons.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/30/2026. You may qualify based on your experience and/or education as described below:

  • SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to the GS-7 grade level in federal service that is directly related to the work of the position and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties as a Security Specialist - Uniform Compliance Officer. Qualifying specialized experience includes: Experience in ensuring compliance with law enforcement policies designed to ensure the preservation of the public peace, the protection of life and property, and the prevention of crime; Skilled in applying analytical and evaluative methods and techniques in implementing policy and program requirements; Analyzing data to detect unsatisfactory trends or weaknesses in the law enforcement and security program; Assists in developing policy based on regulatory requirements and national program guidance; and Empathizes, engages, and communicates with all individuals encountered to ensure a positive outcome and the safety of the facility and all its occupants.
  • EDUCATION: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D. in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials.
  • COMBINATION: Successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify - a copy of your transcript is required.
