Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to three years of full-time professional unemployment insurance claims work that involves either (1) investigating or adjudicating unemployment insurance claims; or (2) interviewing claimants to obtain information for processing unemployment insurance claims.

Substitution of Experience for Education: Qualifying full-time professional unemployment insurance claims experience that involved conducting investigations, adjudications or interviews may substitute for the required education to a maximum of four years (e.g., experience equivalent to one year of full-time work in one or a combination of the above listed fields may substitute for one year of the required education).

Responsibilities

  • Contact claimants and employers during fact-finding interviews regarding benefit eligibility and requests supporting documentation;
  • explain relevant laws, policies and procedures;
  • Requests relevant benefit records from central office files to clarify investigation issues;
  • Examines all data gathered during investigations to determine if overpayments are result of fraud or non-fraud and if benefits received are in compliance; properly calculates overpayment amounts;
  • Investigates the overpayment of unemployment benefits and issues appropriate agency decision to explain findings of investigations;
  • Obtains and organizes documents pertinent to a case to present to legal authorities and verifies that distress warrants are filed with general sessions clerk and issued to appropriate employers, they have been served, court dates have been set and that garnishment payments are being received;
  • Maintains the status of cases through contact with appropriate court officers;
  • Collects unemployment benefit overpayments;
  • Completes appropriate complaint forms for prosecutions, expense claims and time and attendance forms in accordance with State regulations;
  • Presents evidence and provides testimony in court about the circumstances of claimants' overpayment of benefits to the courts;
  • Talks to District Attorney General about evidence and circumstances of cases for prosecution; and/or testifies in court;
  • Writes statements and summaries of investigations to support the recommended actions; completes receipt forms and records payments on receipt log;
  • Completes supply requisition forms to purchase routine office supplies; prepares requests to management which justify need for acquiring personal computers and other office equipment and/or additional staff for the work unit;
