UN Women : National Data, Monitoring and Reporting Consultant, Home-Based, National Consultant

About the Role

UN Women is seeking a National Consultant to support the WE RISE Together (WRT) project in Thailand. The consultant will conduct a diagnostic assessment of data ecosystems for business statistics in Thailand, focusing on identifying challenges and opportunities for integrating gender, disability, and intersectionality into business statistics. The role involves reviewing data governance, administrative workflows, and interoperability across systems to support gender-responsive procurement (GRP) and women's economic empowerment.

Key Responsibilities

• Conduct desk reviews and data system mapping of national legal frameworks, business registration workflows, and data-sharing arrangements
• Assess how registration systems capture sex-disaggregated and disability-related data
• Evaluate interoperability across registry, tax, licensing, statistics, and procurement systems
• Contribute to stakeholder interviews with national authorities, statistical offices, procurement agencies, and civil society organizations
• Provide input on feasibility of using available data for gender-responsive digital business platforms
• Support validation workshops and document stakeholder feedback
• Identify gaps and practical reform options for strengthening data governance and coordination
• Contribute to developing an action plan with prioritized recommendations
• Monitor programme implementation and maintain evidence systems aligned with regional reporting frameworks
• Lead the setup of an entrepreneurship and buyer database for UN Women Thailand
• Coordinate data on matching women-owned business suppliers with buyers

Reporting Structure

The National Consultant will report to the Programme Management Consultant, with a matrix coordination line to the Gender Statistics Specialist in the Women's Economic Empowerment Section at the UN Women Regional Office for Asia and the Pacific.

Project Context

WE RISE Together (WRT) is a four-year project under the Mekong-Australia Partnership, working across Cambodia, Lao PDR, Thailand, and Viet Nam. The project aims to expand market access for Women-owned Businesses and Gender Responsive Enterprises through procurement opportunities, addressing structural gender inequities in global procurement markets. The Thailand work focuses on three outcomes: increased awareness and commitment to GRP, strengthened national policies aligned with Mekong and ASEAN frameworks, and increased market connections for WOBs and GREs.

Deliverables

• Country Mapping & Review including governance mapping, system workflow analysis, and assessment of data quality following international recommendations
• Structured overview of business registry data model with core variables, metadata, update frequency, and governance considerations
• Action plan with diagnostic, prioritized recommendations, feasibility considerations, and entry points linked to GRP, SME development, and digital government agendas
• Programme monitoring documentation with verification of progress against outputs, indicators, and targets
• Entrepreneurship and buyer database for UN Women Thailand
