General Description

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect, and advance the citizens and industries in the state with quality motor vehicle-related services. We are a dynamic state agency dedicated to customer service, consumer protection, and the success of motor vehicle-related industries.

TxDMV is seeking an experienced Portfolio Project Manager I to coordinate oversight, governance, and management of the Registration and Title System (RTS) Modernization Program. This initiative represents a large-scale technology and business transformation and is designated as a Major Information Resources Project (MIRP) under Texas statute.

This position will provide advanced strategic coordination across a portfolio of interrelated projects, ensuring alignment with TxDMV's mission, enterprise objectives, statutory requirements, and statewide technology oversight expectations. This position serves as a key advisor to project teams, vendors, and IT leadership, and reports directly to the Portfolio Project Manager II. Works under limited supervision, with considerable and/or extensive latitude for the use of initiative and independent judgment.

This is a temporary, project-based position with an anticipated multi-year duration. Continued employment is contingent upon the ongoing needs of the project and may end upon project completion or before. There may be opportunities for reassignment based on business needs at the conclusion of the project.

Essential Duties

  • Portfolio Oversight and Governance: Coordinates, develops, and evaluates a portfolio of projects using accepted portfolio management methodologies to support the RTS Modernization Program.
  • Strategic Planning: Coordinates the planning and initiation of a portfolio of projects at various levels of completion; assists in establishing and maintaining the strategic portfolio plan aligned with TxDMV's mission.
  • Resource and Activity Scheduling: Determines the optimal resource mix for portfolio delivery, and schedules activities to achieve the organization's operational and financial goals.
  • Risk and Change Management: Analyzes trends; monitors portfolio components; coordinates with project teams to identify issues, risks, and opportunities for improvement; and designs strategies to mitigate or avoid future risks within the portfolio. Creates procedures to capture and address changes in the original portfolio plan.
  • Budgeting and Financial Tracking: Develops budgets, schedules, work plans, resource requirements, and cost estimates and projections for a portfolio of projects. Monitors and manages portfolio costs to ensure projects are completed within budget.
  • Contract and Quality Management: Monitors and manages project quality to ensure that project deliverables are acceptable and fulfill the terms of vendor contracts, Statements of Work (SOW), or agency specifications.
  • Executive and Stakeholder Reporting: Compiles and distributes portfolio information, status reports, and portfolio budget expenditures to IT leadership, executive management, and oversight bodies.
  • Interagency and Vendor Coordination: Coordinates project portfolio activities with other state agencies, governmental jurisdictions, or private-sector partners and contractors.
  • Methodology Communication: Develops and implements plans to communicate and explain project portfolio methodologies, and makes presentations to interested groups, divisions, and team members.
  • Consultation and Advisory: Consults with divisions, and other departments regarding issues related to project and portfolio development, tracking, and management.
  • Regularity and Security: Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures. Must maintain the security and integrity of the TxDMV infrastructure.
  • Other Duties: Performs other duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of portfolio, program, and project management methodologies, structures, and best practices.
  • Knowledge of large-scale system modernization, enterprise technology transformation, and software development lifecycles (SDLC).
  • Knowledge of DIR's Texas Project Delivery Framework, templates and tools.
  • Skill in project portfolio management monitoring, in addressing changes in scope and budget, and in project and portfolio resourcing.
  • Experience managing or supporting Major Information Resources Projects (MIRPs) in compliance with Texas Department of Information Resources (DIR) requirements.
