TS/SCI or above Budget/Finance, Sr. with Security Clearance

About the role

RTI is seeking a Sr. Budget/Finance Analyst for a current contract located in Springfield, VA. The contract runs through December and will then transition to a follow-on contract. This is a key position: all required skills must be met, and candidates must satisfy at least three of the five desired skills.

Responsibilities

• Serves as a member of a team supporting the Financial Management Resource Office (FMR)
• Assists the government with financial management operations
• Assists the government with budget analysis
• Supports the government in monitoring and coordinating program resource allocations
• Supports government representatives at meetings
• Supports cohesive agency-wide program development
• Assists with resource management oversight

Requirements

• Bachelor’s degree in a business-related field (Business, Finance, Accounting, Economics) or equivalent work experience in a comparable role (budget analyst, resource analyst, accountant, financial analyst, or financial auditor)
• Demonstrated specialized experience with DoD or other government agency budgetary or finance processes
• Demonstrated specialized experience in U.S. Intelligence Funding Programs

Qualifications

Candidates must meet at least three of the following five desired qualifications:

• Demonstrated experience with DoD or other Government Agency key budget execution processes including: funds control, fund transfers, travel orders, and credit card purchases
• Demonstrated experience with fund execution policies for principal DoD and IC appropriations
• Demonstrated understanding of all phases of the PPBE process, including Program and Budget documentation and justification through the IPBS/CBJB and IPBR/CJB processes
• Demonstrated experience with DoD and IC programs and budgets
• Demonstrated specialized experience with financial databases and systems, and spreadsheets, including working knowledge of DoD, ODNI, or NGA financial management systems
