We need to output HTML fragment with sections: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Only include sections that have real specific content. Must not repeat job title as heading. Must not include Job ID/requisition numbers as headings; can fold minor metadata into short p or drop it. Must preserve all substantive info; do not invent or summarize away detail. Remove boilerplate (cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, application instructions). Also remove "Please Note: This position is being recruited at multiple levels..." etc. Also remove "Who May Apply" maybe? That's not a required heading; but we can include info about who may apply? The instruction: "Who May Apply" is not a heading we need; we can embed that info maybe in a paragraph under Overview? But we need to preserve all substantive information. However we must not include application instructions (like "Resumes will not be accepted via e-mail. You must apply online to be considered.") That's application instruction, remove. Also remove "Please contact the hiring manager listed below for the full details of this program." That's contact info; maybe keep? It's not application instruction but contact. Might keep as paragraph.
We need to decide sections.
Let's parse content:

We need sections: About the role (overview), Responsibilities (duties), Requirements (maybe minimum qualifications?), Qualifications (preferred?), Skills (maybe not explicit), Benefits (total compensation), Pay (salary range?), Schedule (overtime?).
We have info about salary: "Although the full salary range for this position is provided, new hires are typically made at the salary range minimum." No actual numbers given. Since we cannot create Pay section unless posting actually states them. It says "Although the full salary range for this position is provided" but does not give the range. So we don't have specific numbers; we cannot create Pay section because it would be placeholder. So we omit Pay.
Schedule: we have info about overtime may be required, considerable overtime during winter, must be available for considerable overtime, may need to report outside schedule, reachable by phone. That's schedule info. So we can create a Schedule section with that.
Benefits: we have total compensation description with benefits list. So we can create Benefits section.
Responsibilities: we have duties: repairing guardrails, cutting trees/brush, patching roads, picking litter, ditching, plowing and salting in winter, assist vehicle/equipment maintenance. Also environmental factors maybe part of responsibilities? But we can put duties under Responsibilities.
Requirements: Minimum Qualifications and Special Requirements (CDL B required, etc.) could be Requirements.
Qualifications: Preferred Qualifications (high school diploma or equivalent, CDL) maybe also include "CDL" as preferred? Actually Preferred Qualifications: High school diploma or equivalent. CDL (maybe they meant CDL preferred). We'll include.
Skills: Not explicitly listed; maybe we can omit Skills section if no specific content. Could infer ability to use tools, lift materials, withstand weather, etc. But those are more duties/requirements. Better to omit Skills if no explicit list.
About the role: overview paragraph.
