Objective

The project aims to support the government of a partner country in developing a comprehensive National Strategy for EV Charging Infrastructure Development. The assignment covers baseline assessments, EV adoption scenarios, grid impact analysis, regulatory gap analysis, and pre-feasibility studies for pilot projects to foster a sustainable green transport transition.

Responsibilities

  • Perform financial assessments of the total cost of ownership (TCO) for typical vehicle fleets based on existing situations and future cost trends.
  • Adapt and refine EV adoption scenarios, outlining fleet composition, trajectories, and penetration rates across different vehicle categories and technologies up to 2050.
  • Review and forecast the potential demand for charging infrastructure, proposing appropriate technology, sizes, and indicative annual deployment trajectories by region.
  • Develop a comprehensive financial and investment model for EV charging infrastructure deployment, including grid connection costs, expected returns, budget implications, and private sector participation mechanisms (e.g., PPP, concessional finance, grants).
  • Assess the implications of EV deployment scenarios on the national electricity system, including additional electricity demand, generation capacity needs, and grid reinforcement impacts.
  • Conduct GHG emission estimations driven by EV and EV charging infrastructure deployment, calculating environmental benefits and alignment with national decarbonisation commitments.
  • Prepare clear, concise economic and financial deliverables and actively contribute to stakeholder consultations and internal quality reviews.

Qualifications

  • Master's degree in transport economics, planning, industrial engineering, or a similar field.
  • Minimum 10 years of experience in transport infrastructure projects.
  • Preferably 5–10 years working on market issues related to EV charging, with significant experience in analysing EV charging behaviour, forecasting vehicle trends, and assessing electricity market impacts and pricing.
  • Hands-on experience in the development of feasibility studies, economic modelling, and investment planning for EV charging projects, including modelling EV charging locations.
  • Previous experience in the Central Asian / Uzbek market is highly desirable.

Skills

  • Fluent written and spoken English is essential.
  • Russian language skills are highly preferable, and Uzbek language skills will be a strong advantage.
  • Strong analytical and modelling skills with the ability to assess market dynamics and financial viability.
  • Excellent communication and reporting skills, with proven experience collaborating within multidisciplinary teams.

Assignment Details

  • Location: Flexible – assignments may combine remote work with short international missions.
  • Duration: Project-based, approx. 10 months.
