The Transfer List is a mechanism for current City of Vallejo employees to express interest in being considered for either a Lateral Transfer (same classification, different department, division, or team) or a Downgrading Transfer (voluntary demotion to a lower classification, either within the same department, division, or team, or a different department, division, or team).
What Happens After Being Placed on the Voluntary Transfer List?
- Your application will be assigned to the appropriate list.
- When a department receives a requisition for recruitment, they will review the transfer lists before conducting an open recruitment.
- The Recruitment & Selection Team will refer the names of those employees who have requested transfers for the relevant classification.
- Departments are required to consider these transfer requests but are not obligated to agree to them.
Downgrading Transfers
- If you apply for a Downgrading Transfer, you must indicate this in Question #2 of the Supplemental Questionnaire.
- Your application serves as the required request for a Downgrading Transfer.
- The department will review your request and may agree to it.
- If approved, the decision goes to the Civil Service Commission for a hearing.
- The outcome of the hearing determines whether the downgrading transfer is approved.
Lateral Transfers
- Lateral transfers involve internal moves within the same classification and do not affect current benefits.
Downgrading Transfers
- Downgrading transfers may impact existing benefits, especially if they involve moving between different bargaining units.
Application Process
- Complete and submit a complete online application.
- Identify in the supplemental questionnaire the classification for which you are seeking a transfer.
- Your application should include the most up-to-date and accurate information about your work history.
- You may be required to participate in supplemental questions, an oral panel interview, or other processes if requested by Human Resources or the hiring department.
Eligibility Criteria
- To be placed on the transfer list, you must have completed your probationary period in your current classification.
- For Lateral Transfers, the position you wish to transfer to must have the same salary range and similar qualifications as your current class title.
- For Downgrading Transfers, the position you wish to transfer to must be a lower classification than the one you currently hold, and you must meet the minimum qualifications of the lower classification.
