Responsibilities

• Administer and coordinate activities for the design and construction of complex and highly visible construction and modernization projects under the guidance of a senior-level SCA Project Officer.
• Ensure quality and high standards of performance and compliance in both design and construction by all consultants, vendors, and contractors.
• Make timely decisions to expedite the completion of the construction process and correct mistakes or errors before they are extensively incorporated into the project.
• Perform varied coordinative problem-solving and managerial functions for projects, including decisions on phasing and scheduling.
• Prepare and/or ensure preparation of schedules for planning, design, and construction; monitor schedules to ensure projects are completed on time and within approved cost limitations.
• Provide ongoing interface with contractors, construction managers, local school personnel, and Senior Project Officers on project issues; interact routinely with SCA senior managers.
• Participate in the development and issuance of project procedures and policies; review and make recommendations on SCA-wide procedures and policies.
• Provide guidance and advice to lower-level Project Officers and resolve issues raised in field reports by architects and construction management staff.
• Work with the architect/engineer of record on change orders, interpretation of contract documents, shop drawing submittals/approvals, and other technical matters to ensure structurally sound, code-compliant, and aesthetic facilities.
• Issue field memoranda or directives to contractors to enforce contract compliance; advise senior management on liquidated damages, contractual enforcement mechanisms, and default.
• Use independent judgment to make on-site change order decisions, negotiate with contractors, and commit the SCA’s resources on such change orders.
• Review contractors' claims or disputed work and advise senior management on appropriate actions; compile contract and project documentation for adjudicating or denying claims.
• Visit various job sites as required to perform the above duties.
• Perform other related tasks as needed.

Requirements

• Baccalaureate Degree from an accredited college or university.
• Five (5) years of full-time, progressively responsible work as a technical specialist in one or more construction and design-related fields; two (2) years must involve managing all phases of construction work on a scale and scope similar to the SCA.
• A driver’s license valid in New York State.
