Test Program Manager / QE Transformation Lead with Healthcare Payer (Facets) exp

About the Role

We are seeking a Test Program Manager / QE Transformation Lead to join our team in Seattle, WA. This is a contract position requiring 4 days a week on-site.

Responsibilities

• Lead large testing programs, including discovery, due diligence, transition, and managed services engagements.
• Build and manage a Testing Center of Excellence (TCoE), focusing on setup, management, and governance.
• Oversee workforce planning, hiring, and vendor management for distributed onshore/offshore delivery teams.
• Manage stakeholder relationships and communicate effectively with executives.
• Drive test automation and quality engineering initiatives using tools like Playwright and automation frameworks.
• Implement and govern Azure DevOps, CI/CD pipelines, and release processes.
• Lead AI-enabled quality engineering, performance engineering, and test data management (TDM) efforts.

Requirements

• 12+ years of experience in Quality Engineering and Testing.
• 5+ years of experience leading large testing programs.
• Proven experience in discovery, due diligence, transition, and managed services engagements.
• Experience building or managing a Testing Center of Excellence (TCoE).
• Strong experience in workforce planning, hiring, and vendor management.
• Experience working with distributed onshore/offshore delivery teams.
• Strong stakeholder management and executive communication skills.
• Working knowledge of Healthcare Payer platforms and processes, including:
• Facets
• EDI transactions: 834, 835, 837
• Claims
• Enrollment
• Billing
• Provider Management
• Experience with:
• Playwright
• Azure DevOps
• CI/CD
• Modern Quality Engineering practices

Qualifications

• ISTQB Certification (Preferred)
• Azure DevOps / Microsoft Azure Certification (Preferred)
• Agile/Scrum Certification (CSM/PSM) Preferred
