Test Engineer - Non Nuclear Test

About the role

This engineering position supports new construction and PSA projects for submarines in Virginia or Columbia classes. The role provides direct technical support to Waterfront personnel for submarines in-construction at the Electric Boat Groton and Quonset Point Shipyards. Responsibilities include in-depth participation in Key Milestone Events (Float-Off, Steaming, Reactor Compartment Closeout, Initial Criticality), Ship Certifications, and Sea Trials.

The individual will work as part of the Engineering/Operations group as a Joint Test Group (JTG) member, managing the Hull Mechanical & Electrical (HM&E) test program. This involves collaboration with Operations, Waterfront Engineering, Design, Quality, Program Office, and Ship’s Management, as well as interaction with the United States Navy (USN), including the Supervisor of Shipbuilding Groton (SSGR), Naval Sea Systems Command (NAVSEA), and submarine crews.

Responsibilities

• Evaluate trade work to determine necessary retesting for system/component recertification.
• Issue and update HM&E test procedures, ensuring configuration control.
• Review HM&E and Non-Propulsion Electronic System (NPES) test procedures completed by trades.
• Provide troubleshooting and deck plate support for problems found during certification testing.
• Manage projects such as VIRGINIA Hull for New Construction through PSA and Technical Availabilities.
• Assist the Chief Test Engineer (CTE) in identifying retest requirements for planned projects.
• Identify necessary at-sea or post deep dive tests and support Re-Entry Control (REC) closeout for Ship Certification.
• Support Sea Trials as part of the At-Sea test program.
• Collaborate with Electric Boat shipyard management, operations, engineering, and quality personnel, as well as representatives of ship's force, SUPSHIP Groton, and NAVSEA.
• Support SSGR and NAVSEA audits.
• Adhere to a collaborative, proactive, deadline-driven, and technically rigorous approach.

Ship Safety (6010), limited radiation worker qualifications, and respirator training may be required for certain tasks. Overtime and weekend coverage is common to support execution of schedules and key events.

Requirements

• High School Diploma or equivalent.
• A minimum of 5 years of submarine design, construction support, and/or testing experience.

Qualifications

• Preferred: 7 years of Navy experience or Naval/private shipyard experience in testing, test planning, test scheduling, and experience with ship systems operation and/or maintenance.
• Merchant Marine or Land Based Power Generation experience.
• Experience and knowledge of word processing, spreadsheets, databases, presentations, Teamcenter, ELCADD, and access to government systems (CITIS, departure from specification (DFS), work deferrals, comprehensive problem reports, interactive test procedures (ITP), Engineering Reports (ERs)).
