Test Engineer

On-site at our Prince George, VA facility. This position supports a new factory startup manufacturing large form-factor equipment (shipping-container size, 50+ tons). You will be part of the core startup team responsible for building operations, fitting out the building, and creating process flows and work instructions from the ground up.

About the role

Under limited supervision, you will design, develop, and maintain test procedures, tester hardware, and software for electronic circuit board production.

Responsibilities

  • Leadership & Management
    • Recruit and interview Process Technicians; communicate criteria to recruiters.
    • Coach technicians in interviewing and hiring processes.
    • Monitor team turnover, identify improvement factors, and implement changes.
    • Identify individual and team strengths and development needs; create or validate training curricula.
    • Coach and mentor Process Technicians to deliver excellence.
    • Establish measurable goals and objectives for operational metrics, project timelines, training, attendance, and personal development.
    • Solicit feedback from managers, peers, and team members; provide coaching based on feedback.
    • Perform team evaluations professionally and on time.
    • Drive continuous improvement in operational metrics and organizational goals.
    • Coordinate large teams and maintain focus during crises.
    • Ensure fair and consistent recognition and rewards.
  • Communication
    • Facilitate forums for idea exchange within the department.
    • Organize and present ideas clearly in verbal and written formats.
    • Encourage team input and assess communication styles to adapt accordingly.
  • Technical Management
    • Review circuit board designs for testability requirements.
    • Support manufacturing with failure analysis, tester debugging, and reducing intermittent failures and downtime.
    • Prepare testing recommendations and documentation from product design through initial production.
    • Generate reports and analysis of test data; prepare documentation and recommendations.
    • Review test equipment designs, data, and RMA issues with customers regularly.
    • Design and direct engineering personnel in fabrication of testing and control apparatus.
    • Coordinate engineering activities for development, procurement, installation, and calibration of instruments and control devices.
    • Determine test conditions, sequences, and phases.
    • Direct and control operational, functional, and performance phases of tests.
    • Analyze and interpret test data; prepare technical reports for engineering and management.
    • Develop or use computer software/hardware to conduct tests on machinery and equipment.
    • Perform technique development and maintenance per Jabil standards (ISO, QS).
    • Train production testing staff on new procedures.
    • Adhere to safety and health rules; comply with company security policies.

Requirements

  • Bachelor of Science in Electronics or Electrical Engineering from a four-year college or university.
  • Three to five years of experience in a relevant field.
  • Minimum of 3 years of experience with medium/high-voltage electrical testing in a manufacturing environment (preferred).
  • Experience running and setting up HIPOT tests (dielectric and insulation testing); HIPOT certification preferred.
  • Ability to ensure safe test operations and identify safety risks.
  • Strong troubleshooting skills for systems and equipment.
  • Experience creating documentation for test technicians and operators.
  • Comprehensive understanding of high-voltage standard practices, including safe handling and arc flash hazards.
  • Ability to identify issues compromising high-voltage system integrity.
  • Demonstrated understanding of high-voltage and conductive properties, including short-circuit hazards.
  • Completion of specialized training (e.g., OSHA, NFPA 70E, Arc Flash PPE, LOTO, high-voltage handling).

    • Ability to read, analyze, and interpret business periodicals, professional journals, technical procedures, or governmental regulations.

    • Ability to present information and respond to questions from managers, clients, and the public.

    • Ability to work with probability, statistical inference, geometry, trigonometry, and apply concepts like fractions, percentages, ratios, and proportions.

    • Ability to define problems, collect data, establish facts, and draw valid conclusions.
    • Ability to interpret technical instructions in mathematical or diagram form.

Physical Demands

  • Frequent walking and lifting/carrying of PCs and test equipment up to 50 lbs.
  • Close vision and extensive use of computer monitor screens.

Work Environment

  • Primary workstation located in an office area with some time spent on the manufacturing floor.
  • Noise levels range from low to moderate.
